HHV Party Committee holds 15th Congress for the 2025 - 2030 term

On June 11, 2025, in Da Nang City, the Party Committee of Deo Ca Traffic Infrastructure Investment JSC (HHV) successfully held its 15th Congress for the 2025 - 2030 term.

The congress was attended by Mr. Hoang Thanh Hoa, Deputy Secretary and Chairman of Lien Chieu District People's Committee. Representatives from DEOCA Group included Mr. Phung Tien Thanh and Mr. Vo Thuy Linh, both Vice Chairmen of the Board of Directors, and Mr. Nguyen Quang Huy, General Director. From HHV included Mr. Ngo Truong Nam, General Director together with leaders of specialized departments and 108 exemplary Party members of HHV.

The overview of the Congress.

At the Congress, delegates heard and discussed key documents, including the political report, the disciplinary report of the 14th Executive Committee, the report on delegate eligibility, and the summary report of contributions to the draft documents of the 14th National Party Congress. The event also featured papers focused on practical solutions related to business operations and strengthening Party-building efforts within the enterprise.

According to the HHV Party Committee’s political report, in the 2020–2025 term the Committee successfully overcame many difficulties and built on its past achievements. Under the 14th Congress’s Resolution, with the direct leadership of the Lien Chieu District Party Committee, DEOCA Group’s leaders, and support from the HHV Executive Board, it made positive progress in leadership and fulfilled the targets and tasks set out in the previous Resolution.

Over the past term, the HHV Party Committee made Party member development a key task that links to the reality of manufacturing - business. Between 2020 and 2025, the Party Committee established 4 new cells, admitted 32 new members, and was consistently rated as having outstanding performance for years.

The results show that the HHV Party Committee typically emphasized political theory education, ideological, and revolutionary ethics education. It organized specialized training on Ho Chi Minh's ideology and maintained regular political meetings to help members "self-reflect and self-correct" and to proactively fight against signs of decline and “self-evolution” and “self-transformation”.

Each directive and resolution from the Central Government to the Party Committee’s group was promptly disseminated and implemented. In addition to Party development in both quality and quantity, the HHV Party Committee works closely with company leadership in strategic planning and oversight. Also, the Committee cooperates with the Trade Union and Youth Union to foster responsibility and proactivity across the entire organization.

The 15th Congress took place at a special moment as the Politburo’s Resolution 68 strongly affirmed the private sector as “one of the important driving forces of a socialist-oriented market economy.” Imbuing this spirit, the HHV Party Committee defined its mission as a political nucleus. It partners with company leadership in building a sustainable development model based on renewed management, integrating Party culture with corporate culture, raising patriotism, national pride, and global vision.

Speaking at the Congress, the Deputy Secretary of the Lien Chieu District Party Committee commended the HHV Party Committee for its remarkable achievements over the past term. Mr. Hoang Thanh Hoa praised the Party organization's pioneering role, innovative spirit, and notable development within a business operating in the infrastructure sector. The Deputy Secretary also advised the Party Committee to seriously review its shortcomings and challenges to draw lessons for the new term.

"I believe that after this Congress, the HHV Party Committee will continue to achieve positive results, partner with the company's leadership to drive strong development, successfully implement the Congress's Resolution, and remain a clean, strong, and exemplary Party organization," Mr. Hoa emphasized.

On behalf of DEOCA Group, Vice Chairman of the Board of Directors Phung Tien Thanh congratulated and recognized the HHV Party Committee’s significant contributions to the operations of both HHV and the Group. He affirmed that the business’s Party organization is a key factor in ensuring stability, spreading corporate culture, and maintaining strategic direction of the entire system.

“The mission of corporate development cannot be separated from the nation’s goals or the Party's leadership. From national pride, DEOCA people have risen from deficits, through their own internal strength, to build a leading infrastructure investment and construction Group,” Mr. Thanh stressed and added that this foundation of self-reliance and internal solidarity has been crucial in preserving the Group's core values.

“Anyone who wears a DEOCA logo feels proud. It's not just a company symbol but also a spirit of overcoming adversity, self-reliance, and community responsibility. Even during the most difficult phase of the pandemic, no Deo Ca employee was laid off or had their salary cut. That is something to be truly proud of,” Mr. Thanh shared.

“Everyone who wears a shirt with a DEOCA logo feels proud. It is not only a company’s symbol but also a spirit of resilience, self-reliance, and responsibility to the community. Even during the most challenging period of the pandemic, DEOCA employees were guaranteed stable jobs, with no salary arrears or layoffs. That is something deserves great respect,” Mr. Thanh shared.

The Vice Chairman of DEOCA Group emphasized that the company always places its employees at the center, considering their well-being as the foundation for sustainable development. He also expressed his hope that the HHV Party Committee will continue to serve as a strong political nucleus, guiding ideology and driving the company’s growth in the upcoming period.

At the Congress, delegates elected the 15th Executive Committee for the 2025-2030 term in accordance with Party election regulations. From a list of 11 candidates, the Congress chose 9 members who met required qualities, capabilities, and credibility. The Congress also held a vote to nominate the Party Committee Secretary. With a high level of consensus, Mr. Nguyen Quoc Huy, who served as the Secretary of the 14th Party Committee, was re-elected to the position for the 2025-2030 term.

At the first meeting session of the 15th Executive Committee, the Congress elected key positions, including the Standing Committee, Deputy Secretary, the Inspection Commission and its Chairman.

In his inaugural speech, Mr. Nguyen Quoc Huy expressed deep gratitude for the Congress’s trust. He affirmed that he will work with the new Executive Committee to promote unity, foster new mindset, and act decisively for a cleaner and stronger Party Committee that successfully fulfill its assigned political duties.

The 15th Party Committee Executive Board of HHV in the 2025–2030 term, was introduced at the Congress.

The congress also passed the 2025-2030 Resolution with a 100% approval rate, which demonstrated the unity, responsibility, and strong determination of all Party members.

Earlier, on June 2, 2025, the Hai Van road tunnel operation and management enterprise Party Cell, which is under the company's Party Committee, held its regular meeting and inducted two new Party members.

Currently, HHV’s Party Committee has 170 members across 7 affiliated cells. With the new momentum from the Congress's success, the entire organization is committed to preserving tradition, strengthening its role as a political nucleus within the enterprise. The organization will lead HHV toward successfully achieving its goals for the 2025 - 2030 term, thereby contributing to the sustainable development of DEOCA Group and the nation.
