Groundbreaking ceremony for Soc Ha Kindergarten in Cao Bang province, gifted by the Ministry of Public Security

On the afternoon of September 3, in Truong Ha commune (Cao Bang province), a groundbreaking ceremony for the Soc Ha Kindergarten was held. The project, which is funded by the Ministry of Public Security and executed by DEOCA Group, is scheduled for completion on January 28, 2026.

Truong Ha commune, where President Ho Chi Minh returned to Vietnam nearly 85 years ago (January 28, 1941), is a disadvantaged, remote border area. Despite recent investments in upgrades, the current educational infrastructure in this “red address” of the revolution still fails to meet the needs of teaching and learning.

The delegates performed the groundbreaking ceremony.

Mrs. Dam Thi Trung Thu, Deputy Director of the Cao Bang Provincial Department of Education and Training, said that the current facilities at Soc Ha Kindergarten are severely degraded. The school lacks classrooms, functional rooms, and playgrounds, which directly impacts the nurturing and education of local children. The school currently accommodates around 160 children, with enrollment expected to rise to 200 for the upcoming school year. The school's staff consists of 18 teachers and administrators. “Therefore, the community has an urgent need to build a new, spacious, and standardized kindergarten that can meet the needs of teaching and childcare,” Mrs. Thu said.

Soc Ha Kindergarten will be built on a 7,520-square-meter site and will include 8 main classrooms and 2 specialized classrooms. In addition, the school will be equipped with a new administrative building, a communal kitchen, an outdoor playground, and other functional rooms that meet national standards. The Ministry of Public Security is funding the project with 757.79 million USD, and DEOCA Group is responsible for construction. The construction is expected to be inaugurated on January 28, 2026, marking both the 85th anniversary of President Ho Chi Minh’s return to lead the revolution (January 28, 1941 - January 28, 2026) and the 65th anniversary of his visit to Cao Bang (February 21, 1961 - February 21, 2026).

Speaking at the ceremony, Senior Lieutenant General Pham The Tung, Member of the Standing Committee of the Central Public Security Party Committee and Deputy Minister of Public Security, emphasized that building the Soc Ha Kindergarten is a timely and deeply humane initiative with a strategic, century-long vision. “This is not just an educational project, but also a symbol of the close bond between the people and the People's Public Security forces, dedicated to the children of Cao Bang's ethnic communities,” he said.

The Deputy Minister of Public Security praised the local government for its proactive and decisive leadership and expressed gratitude to DEOCA Group for its partnership in building the new school.

“I believe that once completed and operational, Soc Ha Kindergarten will be a beautiful, model school for the region, meeting national standards and improving the quality of comprehensive education. It will provide optimal learning conditions for the children of ethnic minorities in this border region. Furthermore, it will be a source of local human resources, which will contribute to the sustainable and comprehensive development of Cao Bang province and the entire Northeast region,” Senior Lieutenant General Tung said and expressed hope that the school would be inaugurated on January 28, 2026 for the 85th anniversary of Ho Chi Minh's return to Vietnam to lead the revolution after a 30-year path to national salvation.

At the event, Mr. Le Hai Hoa, Chairman of Cao Bang People's Committee, affirmed the determination to complete Soc Ha Kindergarten - a spacious school for the children of this revolutionary land - by January 28, 2026. This will be a sacred gift to Uncle Ho, celebrating the 85th anniversary of his return to Pac Bo village and leading the Vietnam revolution.

“With the attention from the Central government, the partnership with the Ministry of Public Security, the support of businesses, and the will of our people, we have a solid basis for believing that Soc Ha Kindergarten will be completed on schedule. It will become an educational highlight at the Fatherland's border, continuing the eternal revolutionary spirit of Pac Bo and Cao Bang,” Mr. Hoa said.

On behalf of the project's implementing unit, Mr. Nguyen Quang Huy, General Director of DEOCA Group, said that partnering with the Ministry of Public Security and the local government to build the Soc Ha Kindergarten is a concrete step toward implementing the spirit of Politburo's Conclusion 81. The conclusion outlines a policy for building schools in border communes that meet technical standards, appropriate scale and facilities, with sufficient infrastructure to support learning, cultural, spiritual, and physical development, as well as living conditions in a completely safe environment.

“This is an honor for DEOCA Group, as we have more opportunities to make a direct contribution to social welfare for ethnic communities in the 'evolutionary homeland’ of Cao Bang. We will promptly commence work right after today’s groundbreaking ceremony, with the determination to complete the project by January 28, 2026. We believe that these tangible and practical actions will help improve the local people’s lives and contribute to the sustainable development of Cao Bang province and other remote areas across the country.”

Once completed, Soc Ha Kindergarten will not only meet the urgent needs for children's education and care but also become a cultural and historical symbol of the border region. It symbolizes the dedication of the People's Public Security forces to this historic revolutionary homeland. The project is expected to enhance the education quality in remote and disadvantaged areas, nurture national pride among younger generations, and strengthen national defense and security along the border, together with promoting local socio-economic development.

The delegation from the Ministry of Public Security, along with local authorities and leaders of DEOCA Group, presented gifts to the children of Soc Ha Kindergarten in Truong Ha commune.

In addition to its business activities, DEOCA Group has consistently engaged in social welfare programs, particularly in the remote areas where its projects are located, by building schools and hospitals to help enhance education and healthcare quality for local communities. In 2024, in Cao Bang, DEOCA Group completed Pac Bo Kindergarten in just 80 days, allowing children to start the new school year in a spacious, modern, and comfortable school. This project was a gift from General Secretary To Lam to the children of Truong Ha commune.

“When we built this school, DEOCA Group remembered the words of General Secretary To Lam. He told us that building schools for the children’s better learning also requires a long-term commitment from the teachers. Therefore, we needed to include amenities such as accommodation, functional rooms, an art room, and green spaces to create a green and beautiful environment for teachers and for children to develop comprehensively,” Mr. Nguyen Quang Huy said.

As the investor leading the joint venture in the key Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway project, DEOCA Group is actively involved in social welfare activities, creates sustainable livelihoods for local people, and improves educational and housing infrastructure to help enhance life quality for the community.

Earlier in the day, a delegation from the Ministry of Public Security, along with leaders from the Provincial Party Committee, Cao Bang People's Committee, Provincial Public Security, and DEOCA Group, offered incense at the President Ho Chi Minh’s Temple in Pac Bo Special National Monument and at the relic of heroic martyr Kim Dong for the heroic armed force Kim Dong.
