Early establishment of an operational management code bearing DEOCA brand

On the afternoon of January 15, Chairman of the Board of Directors Ho Minh Hoang visited and inspected the operational management work at Truong Vinh Tunnel (Nghe An Province) and extended New Year greetings to the workers of the Highway Management Operation (QLVH) Unit for Tam Diep - Dien Chau Expressway.

The delegation included members of the Board of Directors, the Executive Board, and representatives from several subsidiaries within the Group.

During his meeting with the staff and employees of the Highway Management Operation (QLVH) Unit for Tam Diep - Dien Chau Expressway, part of DEOCA Infrastructure Investment Corporation (HHV), Mr. Ho Minh Hoang inquired about the working conditions and extended his New Year greetings to the staff and their families.

After inspecting the operational management of Truong Vinh Tunnel, the Chairman of the Board praised the efforts of the employees of the Unit in 2024.

The Unit is currently managing and operating three mountain tunnels, including Tam Diep and Thung Thi tunnels on the Mai Son - National Route 45 expressway, with respective lengths of 245m and 680m.

Previously, Tam Diep, Thung Thi, and Truong Vinh tunnels underwent nearly a year of selection for the operational management unit. Challenges in public investment funding have made the maintenance and preservation of these facilities a significant challenge.

Since August 19, 2024, HHV has officially received the handover and immediately implemented a series of upgrades, ranging from improving the quality of the project to innovating operational management methods.

Although the three tunnels are located far apart – Tam Diep is 14 km from Thung Thi, and Thung Thi is 84 km from Truong Vinh – the team of over 100 staff members at the Tam Diep – Dien Chau Toll Road Operation Management Enterprise has still maintained close coordination and optimized workforce management. The Enterprise has also installed a monitoring camera system to help optimize operation management.

With an average traffic flow of 30,000 vehicles per day, Tam Diep, Thung Thi, and Truong Vinh tunnels play a crucial role in ensuring safety for the road network connecting the three provinces of Ninh Binh, Thanh Hoa, and Nghe An, which serve as a vital link in the North-South transportation corridor.

Understanding the responsibility of ensuring road safety during peak traffic periods, representatives from HHV affirmed that, with their experience in managing road tunnel operations, they will increase staffing for 24/7 supervision and collaborate with relevant authorities to ensure smooth, safe, and convenient traffic flow.

In a discussion with HHV’s leadership, the Chairman of the Board of Directors of the Group stated that in 2025, the country's road expressway network will soon be fully connected, creating a significant demand for highway management and operation.

We need to continue organizing competitions and training programs to enhance the management and operation capabilities, encourage employees at the Enterprise to cultivate DEOCA’s culture, and strictly adhere to safety regulations,” stated Mr. Ho Minh Hoang.

The Group’s leader also recommended that the management team of the Highway Management Operation (HMO) should soon establish a standardized set of operational management rules. This would involve collaborating with relevant authorities to implement certification exams, develop human resources for highway management, and ensure all activities carry the distinct mark of DEOCA brand.

Currently, HHV manages over 410 km of highways and national roads, 30 km of tunnels, and 18 BOT toll stations across the country. The takeover of Tam Diep, Truong Vinh, and Thung Thi tunnels is seen as a stepping stone to expanding the operational management model to new highway routes.
