Advisory Council Inspects Construction Sites

From December 5th to 7th, the advisory council working group has been working with the management boards of the My Thuan - Can Tho, Cam Lam - Vinh Hao, and Chi Thanh - Van Phong projects.

The XL03 package, part of the My Thuan - Can Tho project, implemented by the consortium of Deo Ca - Tan Nam – 36 Corporation JSC, is entering its final phase.

The management board has stated that the biggest challenge currently is the scarcity of construction materials, particularly sand. Although there are some sand mines with sufficient quantity, the quality is low and does not meet the technical requirements. Therefore, the contractor is having to purchase commercial sand at a high price for the construction of the main route, but the supply is very limited.

After inspecting the site and hearing the report, Chairman of the Advisory Council, Mr. Ho Nghia Dung, acknowledged the efforts of the management board and the staff working on the project under challenging conditions.

Regarding the contractual obligations of Deo Ca in the XL03 package, the advisors emphasized to the management board the importance of thorough payment and acceptance procedures, careful review of completion documents, and exploration of price adjustment provisions to minimize losses caused by material price fluctuations. Additionally, the handover of the project to the investor needs to be tightly controlled, complying with the contract and legal regulations.

At the Cam Lam - Vinh Hao project, the achieved output value as of December 2nd, 2023, reached 84.5%. Quality management has been carried out by relevant parties based on consensus, approved by DNDA, and implemented through the application of management procedures. The completed construction items have been inspected and met the requirements by the project management team.

The Advisory Council highly appreciates the project company's capability with the criterion of "getting it right from the start."

Regarding quality management, advisor Tran Chung reminds the management board to pay attention to the technical aspects of expansion joints in bridges, control parameters, and the quality of fire protection materials. Due to the hot and dry climate at the project site, reinforcing the slope with grass planting poses challenges, requiring an effective plan to prevent erosion. For the unusual geological conditions in the Vung mountain tunnel, the construction unit needs to conduct regular monitoring to ensure the safety of workers, equipment, and the structure.

The Advisory Council advises the management board to expedite the preparation of quality documentation, acceptance records, and simultaneous completion with on-site construction work to enable prompt settlement upon project completion.

In the XL01 package of the Chi Thanh - Van Phong project, the land clearance progress has reached 94.60%. Although there are still some areas facing land clearance issues, the management board proactively reports and proposes solutions to address them with relevant parties, ensuring that the construction progresses according to schedule.

Regarding the construction work, the advisory consultants, design consulting units, and construction inspection units carefully review and assess the drainage positions, elevation of sewer placement, and tunnel structures to ensure their compatibility with the actual site conditions. The construction management board must regularly monitor and inspect the construction progress to address any concrete shrinkage issues, with particular attention given to the maintenance of reinforced concrete components.

At project sites, the Construction Management Board requires a preliminary evaluation of the project management model, ensuring coordination between contractors and the Project Management Board, as well as among contractors in joint ventures. This allows for the identification of lessons learned and the proposal of solutions for future projects
