On the morning of July 28, 2023, Deoca Group opened the southern door of Tuy An tunnel – an item of package XL1 of Chi Thanh - Van Phong section of East North - South expressway project in the period of 2021 - 2025.

Deoca Group has mobilized modern equipment to implement the project

Package XL1 is 24km long (total length of the project is 48km) in Phu Yen province. In the current the first phase, the road scale is 4 lanes, with the width of the roadbed is 17m. The value of the package is 4,300 billion VND. On the route, there is Tuy An tunnel with more than 1km long and 16 bridges (11 on the main route and 5 bridges on the crossroads and intersections)

The package is implemented by a contractors consortium including: Deoca Group, Thang Long Corporation - JSC, Lung Lo Construction Corporation, Phuc Loc Group, 68 Service and Trade Construction Company. In which, the volume of Deo Ca accounts for 43%.

According to the report of the Executive Board, the contractor has organized 7 construction teams, including Tuy An tunnel construction, road construction, prefabricated components construction, bridge construction and material production.

The bidding package management board reports on the construction work

The site clearance in this package has reached 90%, but only 16/24 km of the section could be approached, resulting in a 68% completion rate. The management board attributes this to the interlaced and intermittent ground caused by the land ownership not being assigned and the slow approval for payment.

Mines and dump sites licensing may lead to cost-overrun due to compensation and site clearance mechanisms issues. It is expected that Tuy An tunnel will be broken-through in September 2024, and the whole project is expected to be completed in 2025.

Directly witnessing the tunnel's opening, Mr. Ho Minh Hoang - Chairman of Deoca Group's Board of Directors was pleased with the construction organization. However, he required total progress and subcontractors' progress to be reviewed weekly and monthly.

Mr. Ho Minh Hoang noted that when Phu Yen prepares for the rainy and stormy season, the management board must have a plan to ensure safety in construction, issue regulations on the management board, determine progress goals and acceptance procedures. Accounting and reporting investors jointly hold for control.

Mr. Ho Minh Hoang stressed the need to have a comprehensive plan for safety in construction during the rainy and stormy season for Phu Yen, including regulations on the management board, progress goals, and acceptance procedures, as well as joint control of accounting and reporting by investors.

PMU 7 worked in detail with the Project Management Board. With the fierce working spirit of Deoca when increasing overtime to compensate workload for the rainy season, I believe that the package will reach the destination on time”..

During the field trip, Mr. Ho Xuan Thang noted that Deoca had provided well-equipped office and bedroom accommodation for workers, including air conditioning and a sports area, which facilitated a very efficient working environment.
