Advisory Board:

The Torchbearers of DEOCA

During its 41-year journey of development, DEOCA Group has had a special pillar of support: an Advisory Board comprising experts rich in knowledge and experience, and with a desire to continue contributing.

A pillar of support for major and challenging tasks

Right from the first venture into investing and constructing the Deo Ca Road tunnel – the investment project that later built the DEOCA brand – many strict requirements were set for technical, financial, legal, and organizational aspects. Chairman of the Board of Directors Ho Minh Hoang determined that to accomplish difficult tasks, one must know how to gather talented people.

Following the mindset of “think different, make difference”, DEOCA has gradually gathered experts who previously worked in state management agencies, armed forces, universities, and professional organizations. They bring vast experience in investment, construction, law, finance, auditing, security, communications, and human resource training…

Mr. Ho Nghia Dung, former Minister of Transport and Chairman of DEOCA Group's Advisory Board, reiterated the view: “The elderly are not only meant to be beneficiaries and served, but they are also active participants in development”.

At DEOCA, this resource is not merely honorary. The advisors participate in strategic planning, review mechanisms and policies, refine governance models, and identify risks from the proposal stage.

Mr. Ho Nghia Dung, former Minister of Transport and Chairman of DEOCA Group's Advisory Board, together with the Advisory Board delegation, inspected the implementation status of the Tuyen Quang - Ha Giang project.

Some advisors are invited to join the Board of Directors as independent members to enhance “pre-inspection”. Their experience in state management, appraisal, acceptance, auditing, or economic crime investigation helps the Board contribute to the investment and construction management of PPP and public investment projects from multiple perspectives, giving early warnings of errors, waste, and risks.

Chairman Ho Minh Hoang likened it to:

“The advisors are a necessary fulcrum for DEOCA's steps, acting sometimes as the 'accelerator' and sometimes as the 'brakes'. They help us overcome obstacles, control our speed appropriately without 'overheating', and serve as a metric for accurately quantifying results. They are indispensable puzzle pieces that create a complete and distinct picture of DEOCA”.

Chairman of the BOD, Mr. Ho Minh Hoang, presenting flowers to express gratitude to the Advisory Board attending the Gala reviewing the first 6 months of 2026.

Assoc. Prof. Dr. Tran Chung, Vice Chairman of the Advisory Board, affirmed that the Board at DEOCA “is not a mere decoration”. The members have access to actual fieldwork and participate in the enterprise's crucial issues.

By 2026, the Advisory Board has 28 multidisciplinary experts. Dr. Lai Xuan Mon, former Secretary of the Cao Bang Provincial Party Committee, serves as the Standing Vice Chairman; Mr. Hoang Van Tra, former Vice Chairman of the Central Inspection Commission, joins the senior advisory team.

Having been the one to invite DEOCA to study the investment in the Dong Dang - Tra Linh expressway, Dr. Lai Xuan Mon highly appreciates the “dare to think, dare to do” style of DEOCA People, while also setting higher requirements as the business grows larger:

“DEOCA is already a reputable brand in the field of transport infrastructure investment. Therefore, the Advisory Board needs to deeply advise on solutions to remove macro-level bottlenecks to be worthy of DEOCA's position”.

Dr. Lai Xuan Mon highly appreciates the “dare to think, dare to do” style of DEOCA People.

Accordingly, the Board not only contributes opinions to specific tasks but must also help the business identify long-term bottlenecks, research mechanisms, and prepare management capacities for bigger missions.

From critical review to professional mentoring

If the meeting room is where advisors look at issues from an overall perspective, the construction site is where these assessments are verified.

The overarching spirit is to prevent risks “early and from afar”.

In the security field, Colonel Nguyen Thanh Trang and Colonel Bui Van Ha, with their experience from professional agencies, participate in identifying management loopholes, preventing negative impacts, and guiding coordination with local authorities and functional forces.

In the auditing field, Mr. Ngo Van Quy, former Director of State Audit Department IV, adds perspectives on compliance, internal records, project acceptance, and final settlement.

At the Huu Nghi - Chi Lang, Dong Dang - Tra Linh projects, and many other construction sites, the advisors directly meet with the Management Board, contractors, engineers, and workers to verify issues and discuss solutions.

Mr. Nguyen Quang Huy, Vice Chairman of the BOD and General Director of the Group, believes that in every tunnel drilled and every meter of road built, there is knowledge and lessons inherited from the previous generation:

“The advisors always offer sincere feedback and contributions to the Management Board, helping us become more confident when implementing tasks”.

But the Board's role does not stop at handling current workloads. Another important task is to transfer the experience of the previous generation into the capabilities of the next generation.

The advisors participate in training, guiding, and reviewing applied research topics, technological initiatives, and management methods. Problems from projects are brought into the classroom; knowledge from schools is tested directly at the construction site.

Prof. Dr. Tran Tho Dat believes that the special feature in DEOCA's collaborative training approach is that theory always goes hand in hand with practice to form a “combat-ready” workforce. He once likened DEOCA's construction sites to “giant classrooms”, where leaders, experts, engineers, and workers all learn from real-world problems.

Having been with DEOCA since 2008, Assoc. Prof. Dr. Tran Chung shared that what makes him happiest is that on the construction site, engineers and workers still call him “teacher”:

“A teacher must not only impart professional knowledge but also pass on the desire to contribute to the younger generation. But interacting with the young people at DEOCA has helped the teachers feel revitalized as well”.

It is a two-way transmission: the predecessors pass down experiences, professional principles, and verified lessons; the younger generation brings energy, technology, ideas, and new solutions.

Assoc. Prof. Dr. Tran Chung said:

“We not only have the obligation to contribute knowledge but also want to inspire you with the passion to dedicate yourselves to work, arousing national pride, intellect, and the bravery of the Vietnamese people”.

Gratitude to the “Torchbearers”

To DEOCA People, the advisors are experts, teachers, and companions - ready to share but also frankly critical when necessary.

Gratitude, therefore, is not only expressed through words of thanks but also through a receptive attitude and by turning correct recommendations into tangible actions.

From that appreciation, Chairman Ho Minh Hoang once composed the song “Lặng lẽ” (Silently) and, in early August 2026, continued to write “Người truyền lửa” (The Torchbearer), dedicated to the Advisory Board.

The song “Người truyền lửa” (The Torchbearer).

The song depicts people bringing a lifetime of experience to identify risks, introduce critical thinking into decisions, and pass on their expertise:

“They don't tell me what I want to hear,

But truthfully speak of what I lack.

When I'm hot-headed, they remind me to slow down,

When I succeed, they remind me the road ahead is still long”.

That is also the core value of an advisor: not always agreeing, but having enough understanding, responsibility, and affection to say what needs to be said.

“The Torchbearer” dedicates a part to remembering the late Major General Nguyen Huy Ma, who was attached to DEOCA since the days when the business still faced many hardships. Even when his health declined, he still followed the work, and before passing away, he left his faith in the path DEOCA had chosen:

“Proud of you, proud of DEOCA.

No matter where I am, my heart is still with you,

Still supporting the path we have chosen”.

The late Major General Nguyen Huy Ma was attached to DEOCA since the days when the business still faced many hardships.

The musical piece was played during the meeting program of the Advisory Board on the preliminary review of the first 6 months of 2026, serving both as a word of gratitude and a message of continuity.

Because a “torchbearer” does not keep the fire to themselves. What they pass on is knowledge, bravery, culture, and faith so that the next generation can continue to accomplish bigger and harder things.

“Some do not build individual structures,

But build the people who pave the way.

Bringing the intellect of a lifetime of dedication,

Turning dreams into the strength to rise”.
