May 12, 2020, 3 years since Deo Ca Group took responsibility for rescuing a expressway project was at an impasse when it was delayed 2 years under the control of the old investor. It is Bac Giang - Lang Son expressway project. Under the involvement of Deo Ca Group, Bac Giang - Lang Son expressway has been put into operation since early 2020, effectively reducing the traffic burden on the National Road 1A which has already overloaded.

Bac Giang - Lang Son Expressway Project has the starting point at Km45 + 100 (intersection of National Roads 1, in Sao Mai commune, Chi Lang District, Lang Son province), the ending point at Km108 + 500, connecting with the end point of National Road 1, Hanoi - Bac Giang section. The total length of the expressway is 63.86km and has been delayed for a long time.
On November 18, 2017, in response to the question of the National Assembly member, Prime Minister Nguyen Xuan Phuc said that Vietnam had a good and outstanding infrastructure development, in which VND 200,000 billion from socialization source for BOT projects has been mobilized. However, the implementation of BOT transport projects in the past time is still inadequate, the planning is not done well, there are overlaps, many routes causing public discontent, some routes cause frustration ...
Regarding Bac Giang - Lang Son expressway project, Prime Minister said that Government agreed to implement this route in the form of BOT in the spirit of overcoming existing problems. The Government will select the investor has the best capable to soon start constructing, striving by 2019 - 2020 this route will be able to serve people.
And, Deo Ca Group Joint Stock Company was assigned to “rescue” Bac Giang - Lang Son Expressway Project. After Deo Ca Group embarked upon the project, overcoming a lot of tough challenges, the project has regained its progress and prestige. Last spring, nearly 64km road were immersed in the artery of North - South traffic in the astonishment, admiring not only people but also many State agencies.
Along this expressway there are 2 toll stations under this project. At that time, the investor proposed to remove 1 toll booth. This received strong consensus from the people.
In addition, in order to support localities, investors arrange staff to help the districts in performing compensation and resettlement for peope. In order to speed up the progress, the investor has allocated a budget of VND 500 billion to compensate for land acquistion.
In October 2018, Mr. Luu Xuan Thuy, Vice Chairman of Deo Ca Group Joint Stock Company was directly present at the construction site to review the ongoing work. Mr. Luu Xuan Thuy emphasized that the construction contractor must overcome the problems, determining to complete Bac Giang - Lang Son expressway by early 2020.
Affirming the “real value” against all the odds
From 0:00 on January 15, 2020, Bac Giang - Lang Son BOT Company (under Deo Ca Group) officially put Bac Giang - Lang Son expressway into operation and exploitation. In 1 month of the Lunar New Year, transportation on this expressway is completely free.
The operation of this expressway during the Tet holiday has contributed to reducing traffic accidents and timely serving the travel needs of the people.
Mr. Ho Minh Hoang, Chairman of Deo Ca Group said that, the free serving of Bac Giang - Lang Son expressway during Lunar New Year will affect the revenue estimated about VND 45 billion while the project is suffering from negative cash flow at the beginning period of exploitation.
In the immediate future, investors will have to solve the difficult problem of the financial plan due to removing 1 toll station, fee exemptions and reductions for nearly 5,000 vehicles that have not been previously anticipated.
Besides, due to the uncompletion of Chi Lang - Huu Nghi route, Bac Giang - Lang Son expressway is still stop at 30 km from Lang Son city and 43 km from Huu Nghi border gate.
Previously, on January 10, 2020, the People's Committee of Lang Son province held a comprehensive review of the preparation and approved to put Bac Giang - Lang Son expressway project into operation as proposed by the investor.
Through free operating time, investors have had enough time to evaluate the entire toll collection system, traffic safety system, review, collate data and assess traffic and other impacts to unify with Lang Son province about the solutions to overcome the limitations of the financial plan, including the revenue impact.
The journey to build the Bac Giang - Lang Son expressway had many obstacles, went into operation right at the time of Covid-19 pandemic but the whole system still operated to ensure the circulation of the people. Bac Giang - Lang Son expressway is a typical story in the construction of transport infrastructure development, clearly demonstrating that when the project faces difficulties, if there is close guidance from the Government and ministries, the participation of the investor for the benefit of society, the government's determination in site clearance and the appropriate support of bank will remove the bottlenecks to bring the project into operation, bring “real value” for the society.
