On October 01st, 2019, Mr. Lai Xuan Mon, Secretary of Cao Bang Provincial Committee of the Party, Head of the Steering Committee of Dong Dang – Tra Linh Highway Project chaired a meeting for evaluating the implementation and the implementation plan in the coming time to this project.

At the meeting, the Assistance Team of the Project Steering Committee showed the images through flycam device to visualize the entire route in the most specific way. According to the overall implementation plan for the project, the investment policy approval and period beginning report shall be made in October-November of 2019. In December 2019, the consulting with the Ministry of Transport about the basic design and approval of the period ending report shall be made. The appraisal and approval of the project and the construction shall be carried out in January 2020.
Deo Ca Group Joint Stock Company proposed the Project Steering Committee to work with the leaders of the Party, National Assembly, Government and Ministries and central Industries to arrange the central budget capital to invest in the project and work with leaders of Ministry of Planning & Investment to soon complete the procedures for appraisal of the central budget capital for investing in the project to submit to the Prime Minister for approval of the project investment.
Deo Ca Group proposed the Project Steering Committee to unify the partial implementation to the investment segments according to the investor’s proposal plan and timely arrange the local budget capital to the project.
Mr. Ho Minh Hoang, Chairman of Deo Ca Group, Deputy Head of Project Steering Committee said: “Deo Ca Group was willing to advance about 300 billion VND for completing the project’s documents to identify the total investment capital to have a plan for domestic and foreign capital mobilization”. Chairman of Deo Ca Group suggested holding a landscape design competition to create a highlight for the project.

Mr. Lai Xuan Mon highly appreciated the contribution of Deo Ca Group, “spending money on researching the route direction, regularly being beside Cao Bang”. Secretary of Cao Bang suggested: “Not only the Project Steering Committee but also Cao Bang political system and the people were determined to turn forwards the highway”.
At the meeting, the Project Steering Committee requested the Provincial Standing Committee to unify some contents, in which the Assistance Team was assigned to advise and prepare the content for the meeting of the Steering Committee with the leaders of the National Assembly, the Government and the Ministries and central Industries to balance and allocate the central budget capital for the project, the first amount was 100 billion VND from the revenue in 2018 as directed by the Prime Minister.
At the same time, the Project Steering Committee requested Cao Bang Province People’s Committee to continue to closely follow the Ministry of Planning and Investment to soon complete the procedure for appraisal of the central budget capital for the project and submit to the Prime Minister for approval the project policy. At the same time, unify the implementation of investment segments as proposed by the Investor – Deo Ca Group; The Province People’s Committee was assigned to arrange the local and central budgets for project implementation.
The Project Steering Committee also assigned the assistance team to coordinate with Deo Ca Group to prepare the content, agree on the time for the province leaders to work with the Asian Development Bank (ADB) on the loan for project implementation.
At the meeting, the Project Steering Committee also requested the province People’s Committee to agree with A2Z consulting company (invite foreign consultants for coordination and implementation) to have architectural and landscape options for some works on the route, especially the areas of tunnels and bridges with high pillars crossing the valley to create the highlight for Cao Bang province and for the whole highway.
With the complicated terrain and geology, the design survey takes lots of time, Cao Bang Province People’s Committee was assigned to work with the project consulting company to continue organizing the survey and detailed design to identify the total specific investment capital to have sufficient documents for working with banks and be ready for project construction conditions. The specialized organization and involved localities coordinated with the consulting company to supervise and confirm the actual survey results.
If the investment policy of the project is not approved or the capital source cannot be arranged, Deo Ca Group will hand over all documents about survey results, research and design to competent authorities for deployment at suitable time, Cao Bang Province People’s Committee finds solutions to support the investor to participate in implementing other projects for expenses offset.
