On March 11, 2023, the Quang Ngai - Hoai Nhon Project's BOM invited more than 30 journalists from press agencies to visit the project implementation.

Mr. Nguyen Quang Huy informed the journalists about the construction situation of the second tunnel.

It is the first activity of DCG to bring the community into project supervision. According to the report of the BOM, after the project started construction, the contractor focused on preparing equipment and human resources to carry out the building when the site was handed over.

DCG built the project's inter-engine building, set up work processes, and applied digital technology to manage the project to ensure quality, progress, and cost savings.

The contractors' consortium proposed to the People's Committees of Quang Ngai and Binh Dinh provinces to urgently hand over the clean ground, arrange resettlement to hand over the areas with access roads to the project construction, give priority to critical road locations before March 30, 2023, and 100% of the clean ground will be handed over to the contractor before June 30, 2023.

The contractor has actively worked with suppliers to sign commercial contracts, stabilize the prices of materials, and at the same time, invest in crushing stations to make materials for the project.

Informing about the construction of package XL01

The demand for the soil of the whole route is about 12.6 million cubic meters, and the need for construction sand is about 1.3 million cubic meters. The contractor actively surveyed and submitted the mining license dossier. However, there were many difficulties in the implementation process.

For land mines that have been planned and assigned to project construction, the Ministry of Natural Resources & Environment's guidance is not specific, leading to confusion in the implementation process.

Besides, the contractor has to negotiate the unit price of the mine site with the local people, so the price is forced, making the actual unit price much higher than the unit price in the estimate.

The contractor has surveyed commercial mines, but most of the mines have small reserves, so access to some commercial mines is very difficult.

The quality of the design documents

The network landmark system has a significant error that exceeds the allowed level, which is not guaranteed for construction. The PMU, design consultant, and contractor must discuss the data.

Many different units made technical design documents, and the quality control of documents is still sketchy, leading to the same bidding package and the same construction structure but different typical drawings.

Applying digital technology and deploying many information channels for the community to monitor

At the Quang Ngai - Hoai Nhon expressway project, the contractors' consortium pioneered the application of digital technology to enhance project management through LiDAR and 3D-Laser Scanning devices, combining BIM on cloud computing.

These technologies will support the constructor in checking the design drawings, calculating the excavation and backfill volume, assessing the overall project after each construction phase, etc.

At the same time, the contractors' consortium is installing a surveillance camera system along the route.

DCG will periodically announce information by inviting the press and local organizations to visit the project and build a panel to inform about the project implementation status, problems, and responsibilities of relevant units.
