On July 2, Deputy Minister of Transport Le Anh Tuan and his delegation went to inspect the progress of the Cam Lam - Vinh Hao expressway project in Ninh Thuan province.
After inspecting the site of Nui Vung road, bridge, and tunnel packages, the Deputy Minister listened to the representatives of the investors' consortium and construction units, reporting the progress, difficulties, and recommendations during the implementation of the project.

Mr. Phan Van Thang - General Director of Cam Lam - Vinh Hao Expressway Joint Stock Company (the project enterprise), reported that the company had mobilized more than 1,500 employees and more than 900 machines to the site for the construction. In addition, the company received close support and coordination from the local authorities in removing obstacles in terms of mechanisms and ensuring security during the construction.
Regarding the project implementation, there is a big difference between the two segments of the two investors, Deo Ca Group and 194 Construction Investment Corporation. Specifically, the Km92+260 - Km134 segment (of Deo Ca investor) achieved 19.61% of the output value, 105% ahead of schedule. Meanwhile, the Km54-Km92+260 segment (invested by 194 Construction Investment Corporation) gained 13.2% of the output value, 25% behind the plan.
At the meeting, Deputy Minister Le Anh Tuan highly appreciated the sense of responsibility of Deo Ca Group in speeding up the project construction progress. At the same time, the Deputy Minister criticized Company 194 and asked the unit to urgently correct the construction organization and mobilize employees and machines to ensure the requirements.

The Deputy Minister emphasized that Cam Lam - Vinh Hao expressway was a critical national project. It was mainly the middle section and connected two expressways Nha Trang - Cam Lam and Vinh Hao - Phan Thiet. Therefore, investors, contractors, and relevant units need to coordinate closely, focus seriously, and soon overcome problems to ensure quality and safety in the construction and progress of Cam Ranh expressway project. Lam - Vinh Hao as planned.
Facing the sudden increase in construction materials prices, Cam Lam - Vinh Hao Expressway Joint Stock Company proposed to the Ministry of Transport to supplement the contract content. Accordingly, the company could adjust essential materials if the construction price index was more expensive than the reserve price index. The State did not provide funding for the project. The investors would pay for this slippage and adjust the fee collection period accordingly.
The project enterprise also proposed that the Ministry of Transport consider and approve the adjustment of the road surface structure from 60/70 standard asphalt concrete to polymer to suit the hot climate all year in Ninh Thuan, Binh Thuan, at the expense of the project's backup VGF capital. In addition, the enterprise proposed to the Ministry of Transport to approve the location of the technical and rescue stop inspection at Km100+00 on the project; agree to assign investors to coordinate with local authorities in site clearance, and proactively advance funding to ensure the progress.
Deputy Minister Le Anh Tuan asked investors to coordinate with relevant agencies to make a detailed assessment and thorough analysis, proposing the Ministry of Transport consider and submit to the Government for timely solutions.
