During the time of the former investor (headed by UDIC), Bac Giang - Lang Son Expressway Project was commenced from July 2015, up to 2017, at risk of complete bankruptcy. The stagnation has pushed the contractors into a situation between life and death because they had advanced their capital for the project implementation.
Everything changed in a positive way when Deo Ca Group was invited by the Ministry of Transport to substitute for the former investor and save the project.

“Contractors are between life and death”
On the construction site of Bac Giang - Lang Son Expressway on the days of the middle of March, workers of the bidding packages were rushing to construct the final items to bring the project to the finish in September 2019 under the direction of the investor.

CEO of Hoa Hiep Co. Ltd., Mr. Pham Doan Linh is present at the construction site to steer directly the spreading with asphalt. “The package of Hoa Hiep Contractor has completed 90% of the workload and with this spirit, it is likely to complete ahead of schedule assigned by the investor”, Mr. Linh said.
It is unpopular that, two years ago, under the UDIC investor’s time, Mr. Linh’s Hoa Hiep Contractor was on the verge of defaulting. Hoa Hiep Company was introduced by the Ministry of Transport to carry out some bidding packages of Bac Giang - Lang Son Expressway Project. This company had an advance nearly VND 150 billion to build the packages. Over a year, that advanced amount was not disbursed by UDIC investor.
“We had to borrow from the bank to pay salaries for our employees for a long time, and paid interest on the loan to build the package. No any penny was disbursed by the UDIC Investor, not at all”, Mr. Linh shared.

As the debt grew out of control, Mr. Linh once thought of reaching out to death because of “Seeing no other way out”. “Not only contractor Hoa Hiep! Under the time of UDIC investor, all contractors were full of hardships in debt,” Mr. Linh said.
At the most desperate time, Deo Ca Group substituted for UDIC as a project investor, saving Hoa Hiep and other contractors who were on the verge of insolvency during the constructing this expressway. Deo Ca group immediately disbursed to a number of contractors including Hoa Hiep. “Hoa Hiep is between life and death”, Mr. Linh shared.
Over 50 years of age, with 25 years of experience in constructing projects across the country from North to South, the CEO of Hoa Hiep Co., Ltd. born in Nam Dan (Nghe An) said: “Deo Ca Group is an investor working drastically, requiring the highest quality, fair and most responsible so far.”
"We are ready to borrow money together with investors to implement the project"
In the stretch momentum to finish, Hoang Long Trading and Construction Joint Stock Company is also “rushing” to the construction site to urgently deploy the remaining items in its package to take advantage of good weather days.

Like Hoa Hiep, Hoang Long has ever faced the difficulties during the working period with his former contractor. Mr. Thai Ngoc Tien, Director of Hoang Long Trading and Construction Joint Stock Company, said: “After Deo Ca Group substituted for the former investor, everything was quickly restarted. Currently, Hoang Long’s packages only meet a little problem on land acquisition, we have cooperated with the relevant authorities, quickly implemented the work. It is expected that the packages will be finished on schedule.”
Mr. Tien said he was also “unbelievable” himself, in a short time, the deployment of Bac Giang - Lang Son Expressway from deadlock to stretch to the finish. “The key point of the matter is that Deo Ca Group substituted for the former investor to implement the project,” Mr. Tien said.
The beliefs from the contractors to Deo Ca Group are quickly spread. Upon knowing that the investor of the BOT Bac Giang - Lang Son project has specific steps to be determined to implement the component project 2, an expressway section of the Chi Lang - Huu Nghi border gate, despite the Facility Arrangement from the bank also has met some obstacles, in a meeting between Deo Ca Investor and contractors, Mr. Nguyen Chi Thanh, Chairman of Hoang Long Trading and Construction Joint Stock Company affirmed: “We are ready to join forces to implement this project. I have faith in BOT”. Mr. Thanh further said that, as a long-term experience construction contractor, he wanted to contribute together with Deo Ca Group to make an impressive project for the country. “In case no funding sources from facility maybe arranged, we will “tighten our belts” together with the investor to implement the project,” Mr. Thanh expressed his determination and belief in the investor.
Hoang Long Contractor is urgently constructing an intersection under its package
Returning to the project progress, since 2017, Deo Ca Group participated in receiving of Bac Giang - Lang Son Expressway project, quickly solved the existing problems. Up to now, it not only compensated the parts of late progress of nearly 2 years earlier, it also exceed 18% of the scheduled progress, also ensuring the completion and putting the project into operation by the end of 2019.
At the meeting with Lang Son Province on September 24th, 2018, based on a review of relevant contents, through the report of the People’s Committee of Lang Son Province, the Prime Minister highly appreciated the efforts of the related parties. It is important to ensure the progress of this key project.
During the recent inspection trip, Assoc. Prof. PhD Tran Chung, Former Director of State Inspection Department of Construction Works (Ministry of Construction), Standing of the Senior Advisory Council of Deo Ca Group emphasized that Deo Ca Group always requires the high quality construction works of technical guarantee. In addition to requiring the contractors to execute the projects in accordance with the design, the environmental protection must also be complied with.
“In addition to creating a quality transportation route, Deo Ca Group always aims to create an environmentally friendly building, so that the project is put into operation, when the Bac Giang - Lang Son Expressway is mentioned, it is not only the pride of investors but also the pride of the contractors together us to build it”, Assoc.
