On the occasion of the new year 2023, we publish the speech of Mr. Ho Minh Hoang - Chairman of Deo Ca Group in Quang Ngai province, during the groundbreaking ceremony of 12 North-South expressway projects in the East in (phase 2).
Deo Ca Group is honored to be selected by the Ministry of Transport to lead the contractors' consortium for package XL1 of the Quang Ngai - Hoai Nhon expressway. We want to report on the preparation process, comment on opportunities, challenges and propose solutions to complete the project with the following video:
Time is one of the essential factors in evaluating the effectiveness of project investment. Korea "turned into a dragon" after 2.5 years (1968 - 1970) building the 428km long Seoul - Busan highway proved this. To ensure progress, according to Resolution No. 44/2022/QH15, the National Assembly has allowed the Prime Minister to consider and decide to appoint contractors for bidding packages… including construction and installation bidding packages. The appointment of contractors is expected to remove bottlenecks in the mechanism, promote disbursement of public investment capital, and soon complete the North-South Expressway in the East to develop the economy - society and ensure security and defense.
Deo Ca Group and contractors are very honored to be trusted by the investor to appoint the construction of the Quang Ngai - Hoai Nhon section. On behalf of the contractors, Deo Ca Group thanks the National Assembly, the Government, the Ministry of Transport, and relevant agencies for continually monitoring the businesses' activities and adequately assessing the capacity to assign significant responsibilities for us. It is an opportunity for companies to continue affirming their prestige and ability to implement other vital projects.

As the leading contractor of the consortium, Deo Ca Group has invested appropriately in technology development. Applying digital technology in expressway project management will create excellence in productivity, quality, safety, and efficiency. Deo Ca Group will guide other contractors in the consortium, willing to share experiences with others to complete the entire North-South expressway phase 2, simultaneously replacing weak contractors. The goal is "Don't let the project be one day late because that is one more day in debt to the people."
However, Deo Ca Group and other contractors share the same concerns. Our responsibility, capacity, and determination are "the necessary condition" to complete the projects as required. "The sufficient condition" is the companionship of the Government, ministries, relevant agencies, and localities where the project passes.
