On November 25, 2020, Cao Bang province held a meeting of the Steering Committee of Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway Project and exchange experiences on investment and development PPP projects in Ca Mau province.

The delegation of Cao Bang province was led by Mr. Lai Xuan Mon, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee of Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway Project; Mr. Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and leaders of the Provincial People's Committee; members of the Standing Provincial Party Committee and leaders of some departments and agencies.
Attending the meeting, there were Mr. Le Quan – Chairman of Ca Mau province; Mr. Tran Ngoc Tam - Chairman of Ben Tre province and leaders of some departments and agencies of the province. On the side of Deo Ca Group, there were Mr. Ho Minh Hoang - Chairman of the Board of Management, Deputy Head of the Steering Committee of Dong Dang - Tra Linh Expressway Project; Advisory Council, Board of Management, Board of Directors and representatives of Professional Boards.
Mr. Le Hai Hoa - Vice Chairman of Cao Bang Province, Leader of Assistant Team of the Steering Committee reported on progress, remaining problems and implementation plans of the Project. Accordingly, in November 2020, the province will select consultant contractor and build the dossiers and feasibility study report. Regarding the selection for architectural plans, so far, 5 teams have registered to take the selection contest. Regarding the material mine planning, up to now, there are 9 qualified land mines, the Provincial People's Committee submits to the Standing Committee of the People's Council for approval to supplement the plan.
Regarding the implementation plan for the expressway, in the coming time, complete the approval of investment projects, pre-qualification bidding for investor selection, appraise and approve the technical design and cost estimates, expected until December 31, 2021 will hold a tender to select investors.
At the meeting, Mr. Hoang Xuan Anh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested to control progress and expedite the implementation of 2 sub-projects connecting Dong Dang - Tra Linh expressway which were commenced in early last October.
Mr. Lai Xuan Mon - Secretary of the Provincial Party Committee, Head of the Steering Committee highly appreciated the serious and urgent working spirit of the Assistant team. However, it is necessary to proactively work more scientifically, faster and more drastically, and at the same time, coordinate with departments, continue to solve the remaining problems, “the tougher it is, the harder we try, necessity is the mother of invention”, Mr. Lai Xuan Mon emphasized.
Traffic is the lifeblood of the economy, traffic must pioneer and pave the way to create premise to promote socio-economic development. Exchanging experiences on investment and development of PPP projects, Mr. Le Quan - Chairman of Ca Mau province said that Ca Mau province has set throughout orientations to gradually remove bottlenecks in traffic infrastructure. In the current period, the traffic infrastructure must meet the requirements in the modern direction; enhance the application of science and technology; consider topical issues, the factors that greatly affect the quality and longevity of the project, typically climate change, sea-level rise. For the investment in Bac Lieu - Ca Mau expressway, the province has invited Deo Ca Group to participate in researching and propose investment plans, and coordinate to review the planning and research investment in the period 2021 - 2025.

Sharing experiences at the meeting, Mr. Lai Xuan Mon said that if we want to build a road, from the beginning we must create land fund and prepare project document for expressway construction. During the implementation, the Steering Committee of the expressway project mobilized the whole political system to participate, assigned specific tasks for each level and department, set up 7 Assistant teams to implementation of site clearance for major projects, including expressway projects ... from there, the requirements have been fulfilled.
Also in the experience sharing program, Mr. Le Quynh Mai - General Director of Deo Ca Group shared the experiences in the project that Deo Ca Group has been implementing, especially the issue of capital arrangement.
Mr. Ho Minh Hoang - Chairman of the Board of Management of Deo Ca Group said that Cao Bang is Km0 milestone of Ho Chi Minh road, Ca Mau province is the last milestone, we are not afraid of difficulties, we take the initial risks to work together with the provinces to find out solutions, work seriously with determination, do the best to fulfill the assignments so that the two difficult projects in two ends of the country will soon deploy and complete on schedule.
Previously, on November 24, 2020, the delegation of Cao Bang province and Deo Ca Group came to offer incense to commemorate Uncle Ho at the memorial area of President Ho Chi Minh in Ca Mau.
