On September 6, 2023, Mr. Ho Minh Hoang, Chairman of the Board of Directors, met with Mr. Ngo Toan Thang, the Vietnamese Ambassador to Kuwait, to discuss transportation infrastructure projects in Kuwait.

The Vietnamese Ambassador to Kuwait highlighted the presence of 1,000 Vietnamese individuals among Kuwait's 4.5 million population. Mr. Ngo Toan Thang proactively fostered Vietnam-Kuwait relations, linking Vietnamese companies for project collaboration.
Mr. Ngo Toan Thang emphasized Kuwait's lack of a subway system, with road travel being predominant. However, expressways make up only 7%, demanding extensive construction, operation, and maintenance. Therefore, Vietnamese businesses investing in Kuwait will benefit from flexibility and competitive pricing in this regard.
Mr. Ngo Toan Thang, aware of DEOCA's expertise in transport infrastructure investment in Vietnam, seeks to establish a connection for the group to gather insights, conduct on-site surveys, and develop specific plans and roadmaps for transportation infrastructure construction in the country.
“Impressed by DEOCA's mountain tunnel projects, I will promote cooperation between DEOCA Group, the Kuwaiti Government, and businesses upon my return", the Vietnamese Ambassador to Kuwait said.
Mr. Ho Minh Hoang believes DEOCA Group is capable to meet Kuwait's requirements, and hopes the Ambassador can connect DEOCA with construction businesses. Together, they aim to secure cooperation agreements.
DEOCA Group sent Vice Chairman Phan Van Thang to Kuwait with a working group to survey and propose transportation infrastructure solutions, technical standards, and implementation cost.
