DEOCA Group joins hands to foster the business community in Cao Bang province

On the afternoon of April 23, DEOCA Group participated in and delivered remarks at the 2025 dialogue conference between the Standing Committee of Cao Bang Provincial Party Committee and businesses.

The event was chaired by Mr. Quan Minh Cuong, Secretary of Cao Bang Provincial Party Committee, with the participation of representatives from provincial departments, agencies, and local businesses.

The overview of the conference.

In his opening remark, Mr. Quan Minh Cuong emphasized that 2025 is a pivotal year for Cao Bang as the province aims to complete its five-year socio-economic development plan for 2021–2025 phase and set a target of 8% gross regional domestic product (GRDP) growth in this year. “This is a challenging goal, so the business community should fully support the province to achieve it,” Mr. Cuong stated.

At the conference, the Standing Committee of Cao Bang Provincial Party Committee acknowledged the existing limitations of the local investment environment. Despite its advantages in mineral resources and tourism, the province has a limited number of investors.

Regarding Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway project, the Cao Bang Provincial People’s Committee has launched a campaign to expedite the route completion and is strongly focused on land clearance.

In 2025, the Standing Committee of Cao Bang Provincial Party Committee has prioritized all available resources for this project. The goal is to complete phase 1 and launch phase 2 on schedule, while accelerating construction progress beyond the initial targets.

“Once completed, this route will lay the foundation for Cao Bang’s socio-economic development,” Mr. Quan Minh Cuong affirmed.

With a spirit of candour and receptiveness, provincial leaders acknowledged the efforts and feedback from businesses operating in the region.

DEOCA’s three-pillar development model

During the event, Mr. Ho Minh Hoang, Chairman of the Board of Directors of DEOCA Group, introduced the company’s development model, which is built on three core pillars: corporate governance - financial linkages - workforce training.

Originating from a cooperative in Phu Yen Province, DEOCA Group has accumulated resources to invest in BOT projects, acquire tunnel boring technologies, and gain experience in construction project management. A key strategic focus is its collaboration with other businesses to form a service supply chain for the transport infrastructure sector.

The Group’s corporate governance model has proven effective, with standardized management procedures in the transport infrastructure sector. These hands-on experiences have not only enhanced DEOCA’s internal operations but also been shared with industry partners, particularly through co-investment in PPP projects and the execution under EPC and EC general contractors.

At Dong Dang - Tra Linh and Huu Nghi - Chi Lang projects, DEOCA Group has introduced the innovative PPP++ model, inviting like-minded investors to contribute to national development. This model helps diversify capital resources and creates a solid foundation for timely and effective project implementation.

Mr. Nguyen Quang Huy, General Director of DEOCA Group, further emphasized that the implementation of Dong Dang - Tra Linh expressway exemplifies the Group’s core values: Aspiration – Perseverance – Gratitude.

On the value of “Aspiration,” he explained that since the project was first planned in 2018, the Group has maintained a clear vision of connecting Cao Bang with the national expressway network, thereby unlocking the socio-economic potential of a “historic revolutionary homeland”.

DEOCA has consistently demonstrated its "perseverance" by working alongside local authorities and communities in Cao Bang to resolve problems related to policies, capital, and land. The persistent efforts of DEOCA Group while executing Dong Dang - Tra Linh project reflect a deep sense of “gratitude” and respect toward Cao Bang’s people.

Guided by the philosophy “Golden paths create golden values” and “Turning crowds into cash flow,” DEOCA Group has developed a linked financial model that connects businesses to invest and construct under the principle “shared benefits - shared risks” in both PPP and public investment projects. Additionally, the Group has enhanced its management capabilities, integrated technology into project oversight, improved labor productivity, controlled costs, and optimized construction processes. At the same time, it is actively preparing its workforce for future railways and metro projects.

During the execution of Huu Nghi - Chi Lang and Dong Dang - Tra Linh expressway projects, DEOCA Group has placed special emphasis on upgrading the local workforce through training programs at its Research and Training Institute. This is both a training facility for locally recruited workers and a hub for enrolling and training locals for future employment.

“Through a focused growth strategy, we are dedicated to developing transport infrastructure and hope that other businesses will join hands to build a sustainable service ecosystem. We look forward to collaborating with local enterprises in Cao Bang to transform human mobility into long-term revenue,” Mr. Ho Minh Hoang affirmed.

Following DEOCA’s presentation, several business representatives expressed their admiration for the Group’s resilience and achievements in executing national-level infrastructure projects. They regarded DEOCA as a role model that offers meaningful inspiration to Cao Bang’s business community.

These businesses also showed their desire for more opportunities to collaborate with DEOCA, which would help provincial contractors gain experience and improve capabilities. Inspired by DEOCA’s pioneering spirit, the business community in Cao Bang is expected to become more dynamic, open to challenges, and actively contribute to sustainable socio-economic development in the province.

Several business representatives viewed the Group’s resilience and achievements in executing national-level infrastructure projects as a role model.

Mr. Hoang Xuan Anh, Chairman of Cao Bang People’s Committee, praised DEOCA’s three-pillar development model as a valuable reference for other local businesses and cooperatives.

“DEOCA’s success reflects the remarkable journey of a small cooperative in Phu Yen that has grown into a major enterprise shaping national infrastructure,” Mr. Hoang Xuan Anh said.

In his closing remarks, Secretary of Cao Bang Provincial Party Committee Quan Minh Cuong set a goal for Cao Bang to become the province with the highest happiness index in Vietnam. He expressed his desire for residents to earn stable incomes and live in a physically, mentally, and socially secure environment, where corruption and negativity are minimized.

To achieve this target, the province will focus on developing four strategic pillars: border trade; agriculture and forestry economy; mineral resources economy; and tourism economy.

He called on the entire private business community to trust in the province’s support, strengthen management capacity, and fully leverage the local advantages to develop products and services that reflect the “Cao Bang identity.”

DEOCA Group is expected to share experience, foster partnerships with local enterprises and promote the cultural identity of Cao Bang’s ethnic minorities.
