On November 30, 2022, Deo Ca Group worked with the People's Committee of Quang Binh province to propose the PPP investment in a road connecting Dong Hoi city with the World’s natural heritage Phong Nha - Ke Bang national park.
Attending the meeting, on the side of Quang Binh province, there were Mr. Vu Dai Thang - Secretary of the Provincial Party Committee, Mr. Tran Hai Chau - Permanent Deputy Secretary/Chairman of the Provincial People's Council, Mr. Tran Thang - Chairman of the Provincial People's Committee and leaders of the departments of Quang Binh province. On the side of Deo Ca, there were Mr. Ho Minh Hoang - Chairman of the Board of Management, Mr. Nguyen Quang Vinh - General Management and representatives of specialized departments of the Group.

At the meeting, Deo Ca proposed to invest in a road project connecting Dong Hoi city with World natural heritage Phong Nha - Ke Bang national park with a length of 20km, 6 lanes scale, expected total investment capital of more than 2,800 billion VND by PPP method, BTL contract form.
Specifically, the investment capital shall be mobilized according to the 3P model: the state budget is about 365 billion VND, equity is 258 billion VND, and investors' mobilized capital is more than 1,460 billion VND from BCC contracts.
The goal of the project is to create space for the socio-economic development of Dong Hoi city and Bo Trach district, connecting Bung - Van Ninh expressway to Dong Hoi city, promoting the strength of natural conditions to develop tourism, contributing to the socio-economic development of Quang Binh province.
Mr. Ho Minh Hoang said that the implementation form and capital structure of this project are similar to Son La - Dien Bien expressway project which Deo Ca Group has reported to Dien Bien province and has been approved. The Prime Minister agreed to assign the People's Committee of Dien Bien province to be the competent authority to carry out the investment in the period of 2022 - 2026.

After hearing the proposal of Deo Ca, Mr. Vu Dai Thang - Secretary of Quang Binh province affirmed that the investment in the road project is absolutely necessary, creating favorable conditions for the socio-economic development of the localities. The Secretary of Quang Binh province agreed with Deo Ca's proposed plan and assigned the Department of Planning and Investment to be the focal agency to work with other departments and Deo Ca Group to carry out the related procedures to submit to the Provincial People's Committee for consideration. The parties coordinate to soon report to the Standing Board of the Provincial Party Committee for the policy on the implementation of the project.
The Secretary of Quang Binh province emphasized: "The construction of the route according to a new investment method will contribute to the development of tourism and urban areas, connecting the infrastructure of Dong Hoi city with Phong Nha - Ke Bang natural park, promoting the potential and strengths of the locality. The method proposed by Deo Ca Group is new and highly feasible".
