On June 10, 2024, in Truong Ha commune, Ha Quang district, Cao Bang province, the People's Committee of Ha Quang district held a groundbreaking ceremony for Pac Bo Kindergarten. At the event, State President of Vietnam To Lam directed DEOCA Group to complete the project before September 2.

An overview of the ceremony.

Speaking at the ceremony, President To Lam said Ha Quang is a place closely associated with President Ho Chi Minh and the history of the national revolution. The Party and the State have focused on investing in critical projects in Cao Bang province, and in recent years, the locality has seen many positive changes. Cao Bang province needs to continue fulfilling its duties of protecting border sovereignty, developing the socio-economy, and ensuring the people live in warmth and equality, leaving no one behind, especially families who have contributed to the country, disadvantaged households, and children who must have comprehensive education.

President To Lam emphasized that during his lifetime, President Ho Chi Minh paid great attention to developing education and nurturing knowledge for younger generations. It is necessary to continue improving the quality of education and training, reforming, and proactively improving the quality of the local workforce. One criterion for building a new countryside is that schools must meet standards. Students need to be well cared for, with schools having playgrounds, lots of greenery, and accommodation for teachers. Besides knowledge, ethics, and aesthetics, cultural and vocational education should also be provided.

Speaking about the unit undertaking the construction of Pac Bo Kindergarten, President To Lam stated: "We welcome DEOCA Group, a large national corporation specializing in major national projects. DEOCA is also working on key projects in the province. The enterprise should organize the construction to be the fastest, most beautiful, and safest, focusing on completing it before September 2 this year, so the children have a new school for the new school year".

The President requested that agencies, ministries, sectors, enterprises join hands to transform Pac Bo Kindergarten into a model rural school. He hopes that corporations and businesses will continue to share and support Cao Bang province, showing gratitude to this revolutionary land so that the local people can have a prosperous and happy life, contributing to building a rich, beautiful, and developed Vietnam.

Cao Bang's weather is currently in the rainy season, and the school's remote location affects the transportation of materials. The rocky geology makes construction difficult, and the implementation time needs to be longer. Despite this, DEOCA Group is determined to work with the local authorities to complete the new school as per the President's requirements, ensuring that the children have adequate infrastructure meeting standards for the upcoming school year.

Pac Bo Kindergarten was established on September 9, 2011, in Ban Hoong hamlet, Truong Ha commune. The school has 6 classes with 138 children and 15 staff members, including administrators, teachers, and employees. The school was built long ago, and its facilities are old and degraded. There is one satellite campus 6 km away from the main school, and the classes are not concentrated. The scale does not meet the prescribed standards, which does not ensure proper care and education for the children.

Mrs. Le Hai Yen, Secretary of the Ha Quang District Party Committee, stated that today's program by the Central Working Group demonstrates the special and timely attention of the Party and State leaders to the people of Ha Quang district, providing an opportunity for Pac Bo Kindergarten to strive to meet national standards soon.

Ha Quang is a highland border district in Cao Bang province, with 21 administrative units, 7 border areas, 4 border posts, 131 landmarks, and a population of 60,000. The district has historical sites such as Pac Bo and Kim Dong, as well as the Soc Giang border gate, which is a regional trade route. Currently, Ha Quang is still a poor district nationwide, with little land, scarce water resources, low educational levels, sparse population, and a poverty rate of 33% across the district. With the upgrading of educational facilities as part of the local development plan, Ha Quang district aims to no longer be a poor district by 2025, improve its people's living standards, enhance workforce training efforts.
