On 07/02/2020, Deo Ca Group held the first meeting of the year under the direction of Chairman of BOM Ho Minh Hoang. The meeting was attended by representatives of Advisory Council, BOMs, BOM Office, Assistant Board, and BOD. After listening to the opinions and discussion, Mr. Ho Minh Hoangassigned tasks to Vice Chairman, BOM members to take charge of specialized boards, sectors apply centralized operating method associate with the orientation and development goals: "Group is the center". Each Vice Chairman / BOM member is the assistant to the Chairman, associate with one or more specialized tasks, directly in charge of specific areas of specialized boards or sectors. Simultaneously, they have to operate the companies together (according to the “imperfect couple” operating principle and "three-person story" controlling principle) and are always ready to do other duties as the Chairman’s requests.

Mr. Ho Minh Hoang assigned Vice Chairmen to take charge of specialized areas, coordinate with the General Directors of subsidiaries, Assistant Board, Internal Audit Board to unify and decide the foreign policies, control costs, etc. All decisions made must ensure not to affect the mutual benefit of the organization, consistent with the general practices and law. TheChairman also clarified the interaction relationships and assigned tasks to the Vice Chairman to interact with the Advisory Council members, with the participation of the Assistant Board members. And other important contents: develop decentralized management chart of the Group's economic transactions; develop restructuring project for subsidiaries and departments; consolidate the planning - technical work upon top - down to project enterprisesand sectors to operate throughout; prepairinga restructuring project for security company; handlingthe outstanding issues of Com.PT Auditing Company, prepairinga restructuring project, set the development goal of becoming an independent company.
Based on the scope of assigned tasks, the Vice Chairman of BOM and BOM Members unify with the BODs of the Group (General Director, Deputy General Director, Head of Specialized Board, BOM Office, ...) to make an operation plan for 2020, report to the Chairman of the BOM in early March 2020.

About the trainingissues, The Chairman asked Deo Ca EMBA Programe Management Board to negotiate with the National Economics University about the time and teaching curriculums for the 5th topic - Financial Management subject, assessment of 6 basic subjects (Organizational Behavior, Strategic Management, Leaderships, Globalization Integration, Financial Management, Stock Markets) to select good lecturers, good learners and assess the ability of personnel to participate in the next subjects training.
During teaching process according to PPP method, invite leaders of the Ministry of Transport, leaders of VCCI and PPP Department experts to share their experience in financial management of transport infrastructure projects.
Based on the core subjects and topics which TheChairman has planned and the training organization method over the past time, the Group coordinates with the National Economics University to select the content for preparing a internal training handbooks.
Regarding shares trading, about DCG’s share, on stage 1: Transfering shares to generates real value through the share transferring of existing shareholders to strengthen short and medium – term cash flow from operating and constructing in order to ensure operational costs for the organization (daily expense, salary, etc.). On stage 2: Issuing retail shares to the public to attract capital for new projects investment.
The Chairman of the BOM assigned the financial department to plan and conduct share offering to raise capital for production and business; furthermore, they are responsible for the share public offering plan and the register of transactions on OTC in 2020.
About HHV’s share, the financial department is also responsible for the listing implementing and report to the Chairman of the BOM before February 25, 2020; plan listing on HOSE, creating a plan to increase legalcapital, determiningthe inheritance of the stage "Creating real value", stage 2 "Increasing real value", determining the purpose of capital contribution to project enterprises.
At the end of 2019, the Group was presided over by Chairman of BOM to take the confidence vote to evaluate the leadership quality of Deo Ca Group through 5 criteria:(i) Cleary leadership purpose; (ii) Create real value; (iii) Lead by heart; (iv) Sustainable relationship (v) Self-discipline. Through evaluation, leaders and planning personnel understand the Group's requirements, in order to build the successor team of the Group to strive and train to fulfill the 5 above qualities.The evaluation result is a standard measurementfor the adjustment and personnel development planning of Deo Ca Group.
Results of the Chairman's management styles evaluation
In the beginning of 2020, with the theme of the training program "Express speed makes faith; Open-minded makes strength”, Chairman Ho Minh Hoang is always open to the contributive opinions of the Advisory Council, strategic personnel and 12 typical staffsin 2019.
At the meeting, the Organization Board took a ballot to determine the satisfaction level of Chairman’s direction, orientation and conduct regarding the organization, society and employees in the whole Deo Ca Group.
The results showed that the Chairman of the BOM received a very high confidence, in which "Leadership" reached 100% and "strategic planning" almost got absolute score.
