On December 6, 2019, the delegation of The State Check and Acceptance Board for Construction (SCAB) had a checking and acceptance test of the investor of the Bac Giang - Lang Son BOT project. The meeting was chaired by Deputy Minister of Construction Le Quang Hung with the presence of Deputy Minister of Transport Nguyen Van Cong; representatives of competent state management agencies - Mr. Ho Tien Thieu - Vice Chairman of People's Committee of Lang Son province and agencies, departments and branches of Lang Son and Bac Giang provinces, consultancy units, contractors,... of project.

At the meeting, the investor's representative reported the implementation progress of the expressway in various stages as well as project management work; reported the completion of construction and traffic safety verification. In addition, the implementation plan of the expressway is also clearly presented by Bac Giang - Lang Son BOT Joint Stock Company, along with specific proposals and recommendations to ensure the completion of all items and bring the project into operation and exploitation.

Also in the working session, the Ministry of Transport, the Ministry of Construction, experts of the Acceptance Council had contributed ideas to investors to have the optimal plan for completing the last stages of the project.

Concluding at the meeting, Deputy Minister Le Quang Hung highly appreciated the efforts of the investor and contractors in the construction of the expressway and emphasized the conditional approval of the opening of Bac Giang- Lang Son Expressway. Regarding the proposal on the time of toll collection, the Deputy Minister suggested that the investor continue to negotiate with the competent state management agency to get approval after the road is opened.

Previously, the Bac Giang - Lang Son BOT Joint Stock Company sent a dispatch to the People's Committee of Lang Son province, the Ministry of Construction and the Ministry of Transport proposing an experimental operation plan to this expressway. The proposal is allow vehicles to run on the expressway for free before the New Year.

In the working session, the investor also reported to the competent state management agency to agree on solutions before putting it into official operation. People will then have the choice, either travel on the National Road No.1 or on the expressway to share the current difficulties of the project when the problems of removing 1 toll station, fee reduction and exemption are affecting financial plans and pushing investors closer to overlapping risks.

Bac Giang - Lang Son expressway, section Km45 + 100 to Km109 + 080.3 in the form of BOT has been technical opened on September 29, 2019, made a miracle in the construction of the expressway with the completion time of just only 2 years. The completion of the road is considered as the redrawing map of two provinces Bac Giang and Lang Son when shortening travel time and the connecting the highways from Hanoi to Bac Giang, Lang Son and strong ability to promote trade.
