Typhoon Noru has been considered one of the strongest storms in the past 20 years. HHV urgently implemented storm response. According to the forecast of the National Center for Hydro-meteorological Forecasting, from the afternoon of September 27 to the morning of September 28, Typhoon No. 4 (internationally known as Noru), a dangerous super typhoon with a wide impact range, will land in the Central region, especially in the areas of Quang Nam, Quang Ngai, and Da Nang. Heavy winds and rain will likely affect many construction items, including Hai Van tunnel, Phuoc Tuong - Phu Gia tunnel, Mui Trau tunnel, Bac Hai Van toll station, Highway 1 route through Hai Van pass, and HHV office in Da Nang.

To actively respond to the storm, the HHV BOM established a Steering Committee for Flood and Storm Control at the works to take measures to minimize damage and promptly handle emergencies due to the impact of the storm. Sand sacks were placed on corrugated iron roofs to limit roof speed. Large trees were pruned. Electrical equipment in the office is disconnected and put in high positions. All documents of the office were preserved in the solid SC5 building.

From midnight on September 27, HHV employees in the area are directed to be off work until there is a notice from the Steering Committee for Natural Disaster Prevention and Control. "HHV has arranged personnel to work to ensure smooth traffic.
