On February 27th, 2019, at the Convention Center of Cao Bang Province, the Steering Committee of Dong Dang Expressway Project (Lang Son) - Tra Linh (Cao Bang) held the meeting to evaluate the investment implementation of this important expressway.
Overview of the meeting
Mr. Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of Cao Bang Provincial People's Committee, Standing Vice Chairman of the Project Steering Committee reported progress and implementation plan of Dong Dang - Tra Linh Expressway Project in the near future.
Accordingly, in 2018, the Project Steering Committee held the meeting with the investor, agreed on the plan, the project implementation plan, and reported to the Prime Minister on the investment plan and agreed by the Prime Minister; adjustment of the project investment schedule during the period of 2019-2025, phasing of investment and capital structure, Cao Bang People’s Committee was assigned as a competent state management agency and the investor in the stage of project investment preparation, the State Bank of Vietnam was assigned as steering BIDV Bank as a focal point for other participating banks, Lang Son and Cao Bang provinces have solutions to support the Huu Nghi - Chi Lang and Dong Dang – Tra Linh Expressway Projects in case the revenue from the projects when put into operation has not achieved results in accordance with the approved financial plan as committed.
In addition, the Project Steering Committee prepared a proposal (including a pre-feasibility study report) and worked with the credit institution.
Mr. Ho Minh Hoang, Chairman of the Board of Directors of Deco Ca Group, Deputy Head of Steering Committee of Dong Dang - Tra Linh Expressway Project highly appreciated the determination of Cao Bang Province.
Regarding the project deployment plan in the near future, Mr. Hoang Xuan Anh said that in 2019, the project must be completed investment procedures, it is expected that the BOT contract will be signed on December 12th, 2019; and at the same time, feasible deployment solutions, ensuring the completion of the Project in accordance with the investment phasing schedule.
To ensure the progress of the project, the Steering Committee of Dong Dang - Tra Linh Expressway recommended to the Provincial Party Committee and People’s Council of Cao Bang Province to agree on the plan and project implementation plan in accordance with to the Prefeasibility Study Report prepared by the Investor along with proposal of funding source mobilization plan and project implementation organization.
Deo Ca Group Corporation (DCG) - the investor who prepared a project proposal (as approved by People’s Committee of Cao Bang Province) and the pre-feasibility study report includes the followings: construction location, length of routes, plan of, investment scale, technical standards, basic design solutions, land acquisition, total investment cost, capital source structure of the project, preliminary financial plan, project implementation plan, and so on.
The route plans of the Consultant who prepared proposal of project, are mentioned based on the planning approved by the Prime Minister, connecting Huu Nghi-Chi Lang Expressway with the border gates; accompanying with the scale and design solutions of investment phasing.

Mr. Ho Minh Hoang, Chairman of the Board of Directors of DCG, Deputy Head of Steering Committee of Dong Dang - Tra Linh Project shared: “This is the third time, the investor interested in the project and Cao Bang Province sat together to agree on unclogging inadequacies to implement the Project. From the decisive facts to the scale, we adjust the alignment to make a difference when coming to Cao Bang, convenient for connecting to historical sites, tourist areas, creating land fund close to the city for Cao Bang, creating the benefit resources and demand stimulating, at the same time complying with the total investment cost reported to the Prime Minister”.
The opinions were discussed at the meeting and agreed on the Dong Dang - Tra Linh Expressway construction plan mentioned by the Project Steering Committee at the meeting, focusing on consultation of people and issues related defense.
Mr. Lai Xuan Mon, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of National Assembly Delegation of Cao Bang Province, Head of Project Steering Committee emphasized: “In a short time (4 months) we have shaped this strategic project, we reported it to the Prime Minister. This is an excited signal of the early spring of New Year, an unstoppable signal for us to complete the construction of road. The workload to build this road is very great and difficulties, however we are not fearful of hardship, we are determined to do it and as soon as possible”.
