On March 11, 2021, Cao Bang Provincial Party Committee held a meeting of Steering Committee of Dong Dang (Lang Son Province) - Tra Linh (Cao Bang Province) Expressway Construction Investment Project.
The meeting was chaired by Mr. Lai Xuan Mon - Member of the Central Party Committee, Secretary of Cao Bang Provincial Party Committee, Head of the Steering Committee of Dong Dang - Tra Linh Expressway Project. Attending the delegation of Cao Bang province were Mr. Hoang Xuan Anh - Deputy Secretary of the Provincial Party Committee, Chairman of Cao Bang Provincial People's Committee, the other leaders of the Provincial People's Committee, the representatives of Standing Provincial Party Committee and leaders of other agencies. On the side of Deo Ca Group, there was Mr. Ho Minh Hoang - Chairman of the Board of Management, Vice Chairman of the Steering Committee of Dong Dang - Tra Linh Expressway Project. The meeting also attended by the winning teams in the architectural design competition for some work items of the Dong Dang - Tra Linh Expressway Project, held in December 2020.
The overview of the meeting
At the meeting, Mr. Le Hai Hoa - Vice Chairman of Cao Bang People's Committee, Leader of the Assisting Team of the Project Steering Committee reported on the progress, implementation plan and proposed recommendations for the Project. Up to now, the feasibility study team has agreed on local adjustment plans for point 1 in Trang Dinh district (Lang Son), point 2 in Thach An district (Cao Bang), point 3 Tra Linh town, Trung Khanh district (Cao Bang), and another point at the end of the route at Km 124 + 025 to fit the general planning of Tra Linh border gate economic zone. The total length of the entire expressway after completion is over 124 km.
According to the Assisting team’s report, the Project will be invested in two phases in accordance with the investment capital balance as well as the growth of traffic demand in the Project area. Specifically, in phase 1: Investing in the section from Km0 + 00 to Km90 + 600 with about 21 km with the 4 lanes and 17 m of roadbed and about 69.6 km with 4 lanes, 13.5 m of roadbed. The mountain tunnels on the route are designed with 02 tunnel pipes. The bridges are designed in accordance with the respective road cross-section. In phase 2: Investing to upgrade 33.4 km of the section from Km90 + 600 to Km 124 + 025 with 4 lanes, 17 m roadbed and complete the expansion to 4 lanes. Agreeing on the plan to manage and use the State capital in the project with 2 sub-projects on ground clearance and work construction with total value of about 5,000 billion VND.
For the Expressway linking route from Duyet Trung ward, Cao Bang city to Quang Trung commune, Hoa An district, currently, the Traffic Construction Investment Project Management Board is selecting consultants to prepare feasibility study report for the project with the scale of mountain road grade III, 12 m wide of roadbed, 11 m of road surface and about 4 km long with total investment of 450 billion VND from the local capital.

According to Mr. Ho Minh Hoang, the project was very difficult at first, both financial plan and geological plan are very complicated, the provincial authorities and the project proponent investor have solved the basic problems by optimizing the route direction and the Steering Committee has promptly offered effective plans, making a difference in the implementation of Dong Dang - Tra Linh Project compared to other projects. According to the Deputy Project Steering Committee, it is necessary to continue to closely follow the ministries and agencies to accelerate the basic design appraisal, conducting appraisal and approval of environmental impact assessment, at the same time, work with Lang Son province about the related issues to facilitate the project’s implementation.

Concluding the meeting, Mr. Lai Xuan Mon acknowledged and highly appreciated the serious and urgent work attitude of the Assisting Team in recent time. According to the Head of the Steering Committee, besides the difficulties, the Project also has its strengths and facilities. He requested the Assisting Team to continue to accept the opinions of the Steering Committee to complete and supplement the report; updating, building plans and schedule of each member of the Steering Committee and Assisting Team according to their responsibilities and tasks with a spirit of creativity and determination; focusing on ground clearance for the operator center and two expressway linking routes; completing the feasibility study report to submit to the Ministry of Transport on the basic design of the Project.

Also at the evaluation meeting of Dong Dang - Tra Linh Expressway Investment Project, the Cao Bang People's Committee awarded the winners of the Architectural design competition of some project items.
Accordingly, the first prize of VND 1,000,000,000 went to the consortium of A2Z Construction Consulting Joint Stock Company - Atelier Dubosc et Associés Viet Nam.
The second prize of VND 200,000,000 went to VTCO Investment Company Limited.
The third prize of VND 75,000,000 was awarded to Dai Phong Construction Inspection Consulting Joint Stock Company.
The two consolation prizes went to Hoang Long Construction Consulting Joint Stock Company and Center for Scientific research and Technology Development of Transport. The value of each prize is VND 50,000,000.
According to the organizers, the first prize winning team met many criteria such as creativity, originality, modernity and identity. This design plan bears the image of Mau Son mountain (Lang Son), the victory monument of Dong Khe (Cao Bang province) and the mountain of Ban Gioc waterfall at the gates in order to create landscape highlight. The viaducts over valley shaped like crossbow and gourd lute are bold with ethnic identity of mountainous province Cao Bang. The intersections at the city gate are decorated by many monuments of King Quang Trung, King Hung Dao - Tran Quoc Tuan and other cultural symbols of Cao Bang.
The consortium of A2Z Construction Consulting Joint Stock Company - Atelier Dubosc et Associés Viet Nam won the first prize of the Architectural design competition of some project items with the idea of Ban Gioc waterfall - the aspiration to reach out.
