On October 3, 2020, the People's Committee of Cao Bang province held the groundbreaking ceremony for Dong Dang - Tra Linh project and commenced two sub-projects: Doong Leng road (Dong Khe town) and Thuy Hung - Van Trinh road. This is an important and practical event celebrating the 70th anniversary of the Border Victory in 1950 and the Liberation of Cao Bang, and the 19th Cao Bang Provincial Party Congress.
The two sub-projects connecting the expressway including the roads from Doong Leng to Dong Khe town and from Thuy Hung to Van Trinh, both in Thach An district, with a design speed of 20km/h and total investment of about 88 billion. These two routes will synchronize traffic infrastructure to meet the needs of travel as well as goods transportation, serving people's life and production, and at the same time serving the construction of other infrastructure, connecting bordering areas, facilitating socio-economic development, improving capacity to complete the transport network on the expressway, step by step completing the traffic network according to transportation development plan of Cao Bang province, vision to 2030.
Mr. Lai Xuan Mon, Member of the Party Central Committee, Secretary of Cao Bang Provincial Party Committee said: “This is an important and very exciting event for the Party Committee, Government and people of Cao Bang. An event that we have been preparing and waiting for a long time”.

Dong Dang (Lang Son Province) - Tra Linh (Cao Bang Province) Expressway Project was approved for the investment policy in the form of a public-private partnership, under BOT contract in Decision No.1212/QD-TT dated August 10, 2020. The expressway has 4-lanes scale, designed with speed of 80 km/h, the capital structure includes equity, capital mobilized from investors and state capital. In phase 1, investing in about 93km from Tan Thanh border gate to Phuc Sen commune, Quang Hoa district, Cao Bang province; Phase 2 (completion): further investing in about 22km from Quang Hoa district to Tra Linh border gate and complete the remaining section.
Over the past 2 years, Deo Ca Group, as an investor proposing the project research, is a private enterprise invited to join the Project Steering Committee, especially Mr. Ho Minh Hoang - Chairman of the Board who was assigned as Deputy Project Steering Committee has shown the sense of corporate responsibility towards the people and the beliefs of leaders of Cao Bang province.
Mr. Ho Minh Hoang said: “It’s an initial success to kick off the project with such a very large investment scale. But in fact, the project implementation still facing many difficulties when it is unclear how the capital allocation, the specific responsibilities of stakeholders including a very important role of state agencies and the project must also go through the tender stage of investor selection…”.

At the Groundbreaking Ceremony, Mr. Le Hai Hoa, Vice Chairman of Cao Bang Provincial People's Committee announced the competition for the selection of architectural design plans for some work items of Dong Dang - Tra Linh expressway construction investment project. Accordingly, the competition started from October 4 to December 15, announce the results and awarded in December 2020.
