The contract for the Cam Lam - Vinh Hao Expressway Project was signed

On the morning of July 30, 2021, in Hanoi, the Ministry of Transport (MOT), Deo Ca Group and the investors consortium signed the BOT contract for the Cam Lam - Vinh Hao Express Construction Investment Project, which is one of component projects of the North – South Express Project in the East deployed in the period of 2017 - 2020.

Previously, the MOT held a domestic bidding for investment of the Cam Lam – Vinh Hao Expressway (CLVH) Project. In January 2021, the MOT’s Minister approved the result of investors consortium selection for the Deo Ca Group Joint Stock Company - Deo Ca Construction Joint Stock Company - 194 Construction Investment Corporation Joint Stock Company. The CLVH Project, the last component project of the North – South Express Project in the East deployed in the period of 2017 – 2020 under the public – private partnership (PPP) method, was contracted.

The representative of the MOT said that this contract negotiation lasted longer than other projects because the two parties always expect inadequacies was removed through factual experience of Deo Ca Group in implementing or consulting to solve financial problems and legal procedures in typical projects such as Bac Giang - Lang Son Expressway, Trung Luong - My Thuan Expresswway, Van Don - Mong Cai Expressway,… The motto of both parties is "sign to do".

Mr. Phung Tien Thanh, representative of Deo Ca Group, suggested that after the contract is signed, the MOT would guide appropriate authorities to complete the handover of design documents to investors consortium; hand over whole network landmark system and cleared ground to investors consortium; support for investors to work with local authorities to obtain material mining permits, build policies to stabilize prices in case of financial market fluctuations”.

According to the feasibility study report, the CLVH Project has a total length of 78.5km. The starting point is at km54+00, behind the Cam Ranh intersection (the end point of the Nha Trang – Cam Lam Project) located in Cam Thinh Tay commune, Cam Ranh town, Khanh Hoa province. The end point is at km134+00, in front of Vinh Hao intersection (the starting point of Vinh Hao - Phan Thiet Project) located in Vinh Hao commune, Tuy Phong district, Binh Thuan province.

The CLVH Project has a total investment capital of 8.925 billion VND. It includes about 3.786 billion VND of the investors's capital (about 1.030 billion VND of equity, about 2.756 billion VND of loan), about 4.199 billion VND of the State budget capital to participate in, and 940.12 billion VND of the State capital supported to implement some tasks under the responsibility of appropriate authorities.

The road is designed according to TCVN 5729-2012 standard. In the phase of investment divergence, the project has 4 lanes 17m wide with the design speed of 80km/h. Nui Vung Tunnel is 2.2 km long, 14 m wide, has 3 lanes. This is the fourth largest in the country after Hai Van Tunnel, Deo Ca Tunnel and Cu Mong Tunnel.

In the completional process, the CLVH Project has 6 lanes, is 32.35m road surface wide. The CLVH Project includes tunnel work, bridge work and intersections. Bridge work is designed according to TCVN standards the road, is fit for road surface width, the phase of bridge width is 17.5m. It is supplemented a 16.25m wide unit. Tunnel work is firstly built a right tunnel branch for 2 lanes in the opposite direction and it is supplemented another branch in the completional process. The tunnel work then has 6 lanes. This is the project having grade I road traffic work and special grade tunnel works.

The ultimate goal of completion of the CLVH Project is gradually forming the North-South Expressway in the East, improving the trade capacity, appropriate for the orientation and planning for transport development, connecting economic centers in the South Central region with the key economic zones of the Southeast, more completing the transport infrastructure system and facilitating breakthrough socio-economic development.

The MOT’s Deputy Minister Mr. Le Anh Tuan said at the signing ceremony: “We highly appreciate the professionalism of the BOT investors in contract negotiation. The plan to save 891 billion VND of project capital selected through the bidding has contributed to creating a better investment environment to complete the goal of 5000 km of expressway”.

The MOT believes that the CLVH Project will be completed on schedule with good quality because Deo Ca Group, the leader of the investors consortium, has proven its capacity through national projects such as: Road Tunnel Project through Ca Pass, Bac Giang - Lang Son Expressway Project, Trung Luong - My Thuan Expressway Project,... In addition, the Group has won the bid for construction of some component project of the North - South Expressway Project in the East such as: Mai Son - National Road 45 Expressway, Nghi Son - Dien Chau Expressway, My Thuan - Can Tho Expressway, Cam Lo - La Son Expressway, Cua Luc Bridges, Ha Long - Cam Pha Sea Contour Road,…The group is also promoting investment in other transport infrastructure projects, renewable energy projects,... in a number of provinces such as Cao Bang, Lam Dong, Dien Bien,...
