Implementing the directions from Notice No. 99/TB-VPCP of the Government office, in the morning of May 8th, 2019 at Tien Giang Conference Center, Tien Giang People’s Committee and the Enterprise (Trung Luong - My Thuan BOT Corporation) and the partners of investors signed the contract appendix of the construction investment contract of Trung Luong - My Thuan freeway project in phase 1 under the form of BOT contract.
At the signing ceremony, under the witness of stakeholders, the two parties confirmed that the competent State agency of Trung Luong - My Thuan BOT project was Tien Giang Province People’s Committee (received from the Ministry of Transport). This is a step of confirming the responsibilities of the parties in removing the bottlenecks that have delayed the project’s past 10 years and defining the responsibilities of the parties in the next time of the project.
At the same time, the appendix adjusted a number of terms that were no longer appropriate under the provisions of the laws in order to solve a lot of problems that have existed so far, to promote the implementation of the project schedule under the direction of the standing Government. Through the signing ceremony, the parties also pledged to continue to coordinate, to continue to accompany to solve many obstacles in the near future to ensure the main milestones of the project progress.
Mr. Pham Anh Tuan - Vice Chairman of Tien Giang People’s Committee said: “Currently, the site clearance reached 98%. In order to ensure the project schedule, Tien Giang province will focus on resolving all remaining cases to hand over the remaining 2% of construction ground to project executing enterprises. If the central budget is not allocated promptly in 2019, we are pledged to pay such fund in advance to complete site clearance”.
After signing the contract appendix, the Investor expected the competent state agency (Tien Giang province) to closely follow and accompany the Investor to solve the remaining difficulties of the project: Clearance of 100% of the site, pushing the bank to disburse the capital, reviewing the construction volume and updating the project file as a basis for considering the adjustment of the total project investment.
“We hope that the Government, Ministry of Planning and Investment and Ministry of Finance would present a clear and timely disbursement plan in 2019 for the project to have operational funding. At the same time, the financing banks would discuss with the Investor and Tien Giang province People’s Committee to adjust and change the terms to timely disburse the project funding. If these problems are not immediately executed, we think it is difficult to bring the project to the finish line on schedule by the end of 2020 as directed by the standing Government”- said Mr. Mai Manh Hong - General Director of Trung Luong - My Thuan BOT Corporation.
Trung Luong - My Thuan freeway project has a total length of 51.1km with the starting point at Than Cuu Nghia intersection (following Ho Chi Minh City - Trung Luong Freeway) and the ending point with National Highway 30 at An Thai Trung intersection (Cai Be rural district, Tien Giang province). This is one of the major roads, playing an important role in connecting the Southwest region with Ho Chi Minh City and the southern key economic region. The project is being highly appreciated and supervised by the Government, the Prime Minister, Ministries and departments to the difficulties, to find the solutions to complete the project and consider the project a political mission.
