On December 30, 2020, based on the plan approved by the Police Department of Fire Prevention and Rescue - Da Nang City Police, Hai Van Tunnel Operation Management Enterprise coordinated with the Department of Fire Prevention and Rescue - Da Nang City Police of Da Nang and Thua Thien Hue to held a 3D fire fighting and rescue training at Hai Van 2 tunnel.
The asumme situation is at 15:00 on December 30, 2020, a 9 tons truck with runs in Hai Van tunnel from Da Nang to Hue. When the vehicle was traveling to the Km4+500 route, 2,857m from the northern tunnel entrance, 3,385m from the southern entrance, the front tire suddenly exploded, causing loss of control and crashing the tunnel wall, the vehicle overturned. At the same time, the passenger car running in the same direction behind the truck, including 1 driver and 7 passengers, could not keep the safe distance, so when the truck overturned, the passenger car hit the truck. The truck's oil tank broke, the fuel spill out, causing fire. The fire spread to the passenger car, producing a lot of smoke and high heat, and the smoke spread to other cars.
The incident injured eight people. In which, 2 people on the truck were injured; On the passenger car, there were 6 people injured, including 3 people with broken legs, 1 person with broken arm and 2 people with minor scratches. Traffic flow at that time prolonged congestion.
Detecting incidents through camera monitoring screens and traffic sensors, the Operations Center issues orders to close 2 tunnel doors, prevent vehicles from entering the tunnel, and implement handling steps according to 3D plan. Firefighting and rescue forces take action, giving priority to rescue victims and take them to emergency, and guide people to get out of the fire area to minimize damage to people and property, put off the fires and move damaged vehicle to a safe place.
At the end of the training, the Steering Committee of the training program on fire fighting and rescue plans at Hai Van 2 tunnel held a meeting to draw experience, listen to the assessment of the representative of the Fire and Rescue Police and make conclusions.
According to Mr. Vo Ngoc Trung - Deputy General Director of Deo Ca Transport Infrastructure Investment Joint Stock Company, the operator of Hai Van road tunnel, this is the first time that Hai Van Tunnel Management and Operation Enterprise Van rehearses firefighting and rescue in tunnel No. 2. This event is considered a preparatory step before this tunnel is officially inaugurated in January 2021.
Firefighting and rescue training at Hai Van tunnel aim to absolutely protect the safety of important works of national security, serving economic, cultural, social development, security and defense of the region and the country and inspect the intelligent transportation system (ITS), electricity, ventilation and fire protection & high-tech facilities after the Hai Van 2 tunnel project is completed. In addition, the training also raised the awareness of fire prevention and fighting work for all employees of the Enterprise, enhanced the smooth coordination between relevant units when incidents occur. At the same time, improving the professional level of fire fighting and rescue, escape solutions, methods and first aid measures of grassroots forces in order to well implement the motto “4 on the spot”: “Command on the spot, forces on the spot, vehicles on the spot and logistics supplies on the spot”, proactively solve in a timely manner and minimize the loss of life and property when an incident occurs, ensure the safety of people and vehicles when traveling through Hai Van road tunnel.
