On September 14, 2021, Mr. Le Huyen - Vice Chairman of People's Committee and representatives of the Department of Transport, Department of Industry and Trade, Department of Agriculture, Department of Natural Resources and Environment of Ninh Thuan... visited to inspect and encourage employees constructing Nui Vung Tunnel under Cam Lam - Vinh Hao Expressway Project.
This is one of the three component projects in the North-South Expressway Project in the East invested in 2017–2020 period under PPP method. The project has a total length of 78,5km (63km of that is in Ninh Thuan), with a total instruction investment amount of 8.925 billion VND. Nui Vung Tunnel 2,2km in length and 14m has 3 lanes. This is the fourth largest road tunnel in the country after Hai Van, Deo Ca and Cu Mong tunnels implemented by Deo Ca Group (DCG).
Mr. Phan Van Thang - General Director of Cam Lam - Vinh Hao Expressway Joint Stock Company (Project Company) reported the project implementation situation.
Recently, Ninh Thuan has drasticly deployed land clearance to hand over to investors. Although the prolonged Covid-19 epidemic has considerably affected the preparation on the construction site, contractors, consulting units, personnel, machinery and equipment, etc. have been mobilized by the Project’s Board of Management (BOM) to prepare the construction site, to build the BOM’s office and shacks and operating road, to open the Nui Vung Tunnel exit, etc.
In order to speed up the implementation, the Vice Chairman of Ninh Thuan directed relevant authorities to focus on coordinating with the investors to solve problems such as auxiliary construction sites, waste dumps, and explosive warehouse, etc. and at the same time develop measures to ensure the source and control the cost of materials for the project... in the spirit of maximum support for the investors to implement the project to ensure the quality and schedule according to the request.
Contract of the Cam Lam - Vinh Hao Expressway Project was signed by the Ministry of Transport and the investors on July 31, 2021. Because credit organizations are "afraid" of cooperation,it is difficult for the investors to access credit sources. With the experience of successfully implementing many projects having a large total construction investment amount, DCG has actively seek new methods to arrange capital right from the beginning of its participation in the bidding. Determining that it cannot depend on too much on loans of commercial banks, they will mobilize capital in many forms such as issueing bond and stock, signing investment cooperation contracts.
Cam Lam - Vinh Hao Expressway is expected to be completed in the third quarter of 2024, which will contribute to the gradual formation of the North-South Expressway in the East, improve the capacity of goods transportation and trade in the region. That will be in accordance with the orientation and planning for development of transport infrastructure and connect all economic centers in the South Central region and the key economic region of the Southeast. That will also complete synchronous traffic infrastructure and facilitate socio-economic development.
