Honoring individuals who have contributed to the construction and development of the province is an activity in the series of events to celebrate 520th anniversary of the establishment of Cao Bang province, 69 years of Cao Bang liberation. The program aims to re-evaluate important results in socio-economic development and Party building after 50 years of implementing President Ho Chi Minh's will. Thereby, continuing to educate the love of the homeland and the country, consolidating the belief in all strata of society into the path chosen by the Party, Uncle Ho and the people; arouse pride, will, aspiration to rise among the people of all ethnic groups in Cao Bang province. At once, continue to promote and introduce potentials, strengths, famous relics, famous landscapes and products of the mountainous region of Cao Bang; inviting investors, mobilizing all social resources to join hands to build the increasingly developing Cao Bang.

In particular, the program launched the movement "Implementing the will of President Ho Chi Minh, joining hands to build Cao Bang province" calling for agencies, entities, enterprises, social organizations and donors, cadres, officials, public servants, laborers, armed forces soldiers and all children of Cao Bang ethnic groups who have been living in and outside the province in support of the "Building Cao Bang province" fund with both spirit and material to make Cao Bang breakthrough, rise to become a province of fast and sustainable development.

In response to the launching program of this movement, on October 1, 2019, Deo Ca Group Trade Union granted VND 1 billion to Cao Bang province with the practical purpose of contributing to the construction of Dong Dang - Tra Linh expressway. The amount is deducted from 1 day's salary for all employees in the Group.
