In the afternoon of March 15th, 2019, speaking at the meeting between the Government delegation led by Deputy Prime Minister Vuong Dinh Hue and Cao Bang provincial leader, Mr. Ho Minh Hoang, Chairman of Deo Ca Group, Deputy The Steering Committee of the Dong Dang - Tra Linh Expressway Project pointed out the advantages and disadvantages during the implementing of this key expressway.

Mr. Ho Minh Hoang shared that the experiences of transport infrastructure construction shown that Cao Bang Province is in the right direction when the locality had invited the investors to research and prepare the project construction proposal. Cao Bang Province has also mobilized local funds for its capital contribution in the project construction.
The investor have also shown his determination to bring a person studying of hundreds for alignment, preparation of pre-feasibility report without demanding benefits for the locality and ready to participate in bidding.

At this meeting, in addition to requesting the Government to pay attention to the central budget allocation; directing the People’s Committee of Lang Son Province to allocate funding source for the Huu Nghi - Chi Lang Expressway Project, Chairman of People’s Committee of Cao Bang Province, Mr. Hoang Xuan Anh also suggested the Ministry of Planning and Investment to coordinate with the Ministry of Finance with the relevant agencies to propose the level support from the central budget in the medium-term public investment plan for the period of 2016-2020 and the period after 2020 to submit to the Prime Minister for consideration and decision. The Ministry of Finance shall early consider and decide on the advance from the central budget to the local budget for land acquisition and other investment items of the project.
Speaking of conclusion at the meeting, Deputy Prime Minister Vuong Dinh Hue requested the State Bank of Vietnam to direct the commercial banks to focus on the disbursement priority for Dong Dang - Tra Linh Expressway; and People’s Committee of Lang Son Province strictly implements the Government’s direction on disbursement for Huu Nghi - Chi Lang Expressway.
Deputy Prime Minister Vuong Dinh Hue said that the Government is particularly interested in Cao Bang. This revolutionary place still faces many difficulties. So unclogging of traffic infrastructure structure bottlenecks is an urgent task.
Deputy Prime Minister Vuong Dinh Hue also suggested to the Ministry of Transport, the Ministry of Planning and Investment, the Ministry of Finance, and the State Bank of Vietnam to join the Steering Committee of expressway construction project to coordinate together to accelerate progress of investment procedures completion.
