On June 27, in Phu Yen, the delegation of Cao Bang province led by Mr. Lai Xuan Mon, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway Steering Committee had a meeting with Deo Ca Group.

The delegation visited Deo Ca tunnel projects, including Deo Ca tunnel toll station; North Square of Deo Ca tunnel; Deo Ca Tunnel; South Square Deo Ca tunnel; Co Ma tunnel.

At Deo Ca tunnel operation & management center, the Steering Committee of Dong Dang - Tra Linh Expressway Project held a regular meeting. At the meeting, Mr. Le Hai Hoa - Vice Chairman of Cao Bang, Head of the Assistant Team reported the progress and implementation plan of Dong Dang - Tra Linh Expressway Project. Currently, the Assistant team of the Steering committee has implemented the procedures for the Dong Dang - Tra Linh Expressway Project.
In order to speed up the preparation of project investment, Cao Bang People's Committee and Deo Ca Group have made working documents to actively deploy topographical surveys, geological surveys, geophysics surveys and conducting feasibility research report, setting up demarcation dossier. Up to now, the feasibility study report has reached about 85% of the workload. At the same time, the province also cooperates with the business to invite Leonhardt Group, Andrä und Partner to study, survey and design the landscape architecture of some works on the expressway to ensure provincial cultural characteristic, associated with the UNESCO Global Geopark of Cao Bang.
The consulting unit has surveyed, designed, prepared a feasibility study report: Filming the current status of the project area by drone; conducting over 90% of the topographic, geological, hydrographic and resistivity surveys; completed the survey of construction material mines and dump sites; completed the material mine planning and mining licensing projects, etc.
However, the feasibility study report is still under construction; environmental impact assessment reports have not been approved; 2 sub-projects to renovate and upgrade Thuy Hung - Van Trinh route (Thach An), Dong Leng road of Dong Khe towns (Thach An) have not been implemented yet.
In the implementation plan of the last 6 months of 2020, the province submits to the Prime Minister to approve the investment policy of the expressway project; continue to complete the procedures for approving 2 sub-projects and starting construction; complete topographic, geological, hydrological and material mines survey records; unify the phased investment plan to complete the feasibility study dossier; request approval of compensation and site clearance plans; hold architectural design competitions to choose some typical items according to cultural features, etc.
Mr. Ho Minh Hoang, Chairman of Deo Ca Group, Deputy Head of Dong Dang - Tra Linh Expressway Project Steering committee reaffirmed the determination to successfully implement this expressway project. According to Mr. Ho Minh Hoang, the project needs to organize phased investment and bidding and at the same time focus on promoting internal resources to implement.
Speaking at the meeting, Mr. Lai Xuan Mon, Secretary of Cao Bang Provincial Party Committee highly appreciated the quality of Deo Ca Group’s transport infrastructure works. The constructions not only have a great significance to cultural and historical value but also to socio-economic development in the locality. Recently, Deo Ca Group has closely, smoothly cooperated with Cao Bang province to effectively implement the contents of Dong Dang - Tra Linh Project. The decision of Cao Bang Provincial Party Committee to visit and work with Deo Ca Group in Phu Yen province shows the important role as well as the concern of the leaders of Cao Bang province to Deo Ca Group.

Mr. Lai Xuan Mon proposed Deo Ca Group to continue working closely with Cao Bang province to develop financial plans and promote internal resources to implement; The provincial agencies and departments advise the provincial leaders to prepare necessary procedures in the spirit of “Think different, Make difference”, determining to implement the project. At the same time, continue to coordinate and advise to submit project documents to the Central ministries and agencies; finally, the leaders of Cao Bang province will propose to work with the Central Government, ready and strive to start the construction of Dong Dang - Tra Linh Expressway Project in 2020.
