On July 16, 2020, at Hai Van PMU, Deo Ca Transport Infrastructure Investment Joint Stock Company (DII) cooperated with Da Nang City Police and Thua Thien Hue Provincial Police to hold the “Periodic Preliminary summing-up on coordinating regulations on the management and operation in the first 6 months of 2020 of Hai Van tunnel and ensuring traffic safety on Hai Van leading roads”.
Attending the meeting, on behalf of Deo Ca Group, there were senior advisors Mr. Nguyen Dinh Chinh and Mr. Ho Nghia Tin along with PMU leaders. On the side of Danang City and Thua Thien Hue Province, there were the provincial leaders, leaders of police agencies and other related agencies.
At the meeting, DII reported the situation of security, order and traffic safety at Hai Van tunnel project in the first 6 months of 2020. Accordingly, due to the impact of the Covid-19 epidemic, the traffic flow has decreased by 15% over the same period last year. However, the management and operation of the tunnel are always closely followed by the DII leaders and the police force, in order to strengthen the supervision and ensure traffic safety, contributing to handle traffic incidents in time, provide data to the authorities upon request.
About the tunnel operation management, DII has strengthened controlling and preventing unauthorized vehicles from entering the tunnel, coordinated with the local traffic police to handle violations. Specifically, the management and operation center has detected and prevented 160 animal trucks, 75 oversized vehicles, required them to return. However, there are 20 cases of animal trucks and 04 cases of oversized vehicles intentionally run into the tunnel. In addition, the Company also discovered 1,622 violating vehicles passing through the tunnel, including 860 vehicles run slower than the prescribed speed, 616 vehicles stopped in the tunnel, 71 vehicles overtaking in the tunnel and 75 other violation vehicles. For all of the above cases, the Tunnel Management and Operation Center has handed over to Hoa Hiep the traffic police station and Phu Loc traffic police station to handle violations.
About the management of traffic accidents and fires inside and outside the tunnel, the Company regularly inspects equipment, tools and vehicles serving for rescue operation and firefighting, ensuring sufficient available manpower ready to rescue and handle if any incident occurs, maintaining the hygiene and maintenance of equipment and tunnel components according to the operation management process. The rescue operation is always given priority, timely report to the relevant agencies when an accident or fire occurs, follow the troubleshooting and rescue process, coordinating with authorized forces to minimize loss of human and property.
In the past time, the coordination between the authorities of Da Nang City and Thua Thien Hue Province with the TMC has strictly implemented as the contents of the Regulation, ensuring traffic safety, rescue operation and fire protection in Hai Van tunnel and on the leading route, especially during holidays and weekends due to the increase of traffic.
In the coming time, DII will continue to implement the coordination contents prescribed in the coordination regulations according to the functions and tasks of each specific force, following up to the practical situation to have adjustments and supplements accordingly.
DII’s representative also said that it would conduct research, propose amendments to the current regulations to be consistent with the actual situation, add some relevant professional units to participate, and build regulations between DII and Da Nang City Police - Thua Thien Hue Police in coordinating to ensure security, traffic safety, fire prevention and firefighting when Hai Van 2 tunnel is put into operation.
