On July 5, 2023, Deputy Minister of Transport Le Dinh Tho had many instructions and solutions to urge the implementation of Quang Ngai - Hoai Nhon expressway project. The Deputy Minister and the delegation visited several soil mines planned to provide for this expressway project.
By the end of July, finish the material mines problems
According to the contractor's report, the demand for backfill soil of the project section through Quang Ngai province is about 7.9 million m3. According to the plan, Quang Ngai province has 22 soil mines to provide for the project, of which 13 are planned for contractors and 9 commercial mines with a total reserve estimated at 11.5 million m3.
However, through the contractor's actual inspection, some mines have low reserves and are difficult to access, leading to limited supply capacity.

Currently, the contractor is submitting for permission to add 4 other mines including An Chi Dong, Nui Thi 3, Cam Ong Thi and Nui Da Ke into the planning for the project. The contractor proposed the Ministry of Transport consult with Quang Ngai province, carry out licensing procedures according to the latest guidance of the Ministry of Natural Resources and Environment in order to shorten the procedure and put it into service soon.
Mr. Le Dinh Tho said: “The project currently has 2 mines, the Ministry will ask the local authorities to help with the next 2 mines. By the end of July, finish the soil and sand mines problems”. The project management board proposes that while the remaining mines are delayed, the contractor can redistribute the available mines to meet the set schedule.
Regarding the soft ground treatment, Deputy Minister Le Dinh Tho expressed his concern when asking the contractor to clearly report on the source and the price of sand. The management board said that up to now, it has worked with 7 commercial sand mines in the area. Although the sand is sold at the listed price, the suppliers set the condition to provide transportation services at a high cost. Besides, the reserves are not guaranteed, which should be supplemented.
Mr. Le Dinh Tho said that besides the material mine and the treatment of soft ground, ground clearance is the most important issue affecting the project’s progress. In this regard, the Ministry of Transport will assist in paving the way to access the construction site at key points, passing through residential areas that have not been cleared by the locality.

For the construction work, the Executive Board reported to the deputy minister the new faster tunneling plan. This plan was assessed by Deputy Minister Le Dinh Tho as a new innovation. He asked the Ministry of Transport to keep pace with DEOCA Group. “It's not because DEOCA Group is creative that hinders their creativity. The innovation to use rock from tunnel to grind that saving a lot of materials on the backfill”.
