Deo Ca Group proposes solutions to build expressways in Binh Dinh province

On June 25, 2021, at the invitation of Binh Dinh People's Committee, Deo Ca Group offered advises and solutions for the investment plan of North-South expressway to the East, section passing through the province in the period of 2021 - 2025.

Attending the meeting, on the side of Binh Dinh Provincial People's Committee were Mr. Ho Quoc Dung, Member of the Central Party Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Mr. Nguyen Phi Long, alternate member of the Central Party Committee, Chairman of the Provincial People's Committee and leaders of departments and agencies of Binh Dinh province. On the side of Deo Ca Group, there were Mr. Ho Minh Hoang - Chairman of the Board of Management, Mr. Nguyen Quang Huy, Deputy General Director. The representative of consulting unit is Mr. Do Van Nam, Deputy General Director of A2Z Construction Consulting Joint Stock Company.

The overview of the meeting

With the desire to continue to accompany the development of the locality and based on the planning plan, Deo Ca Group has researched, analyzed and evaluated the criteria, to propose the investment construction plan of the expressway section. At the meeting, Mr. Ho Minh Hoang shared with provincial leaders the practical experiences learned from the projects that Deo Ca Group has been implementing in Lang Son, Tien Giang, Quang Ninh. Those are the projects that Prime Minister Pham Minh Chinh has concluded as a successful PPP model.

When the PPP law took effect, Lam Dong province and Deo Ca Group has boldly pioneered in implementing Tan Phu - Bao Loc Expressway Project. Up to now, the Project has achieved certain results. Through those experiences, Mr. Ho Minh Hoang shared “The process of implementing the transport infrastructure project in the form of public-private partnership” to consult the province to organize their projects.

Accordingly, when there are still many obstacles in implementing PPP Law, the state budget is limited, and credit capital for BOT transport infrastructure investment is increasingly constricted, the optimal solution is to follow the new “3 P” method.

Specifically, P1 - State budget capital, showing the political determination of local leaders. To orient the capital mobilization, there is a need to unify the route plan, the structure of local and central capital and the other capital. P2 - Equity, select investors with experience and financial capacity to jointly plan and manage with the locality. P3 - Other mobilized capital, determining investment plan, capital needs and the potentials and advantages of the localities where the project goes through such as real estate, industrial urban areas, hi-tech agriculture, services, logistics... to call for capital.

Regarding the plan to propose solutions of Deo Ca Group, the Provincial People's Committee agreed to assign Deo Ca Group to coordinate with the departments of Binh Dinh province to specifically survey and adjust the route direction and intersections to connect the expressways with the local plans; planning for material mines (soil, sand, stone,...), rest stops and operation center serving the project's construction...

Deo Ca Group will sponsor and advise on the preparation of the pre-feasibility study report to submit to the approval of the project investment policy and the Inter-sectoral Appraisal Council by legal capital.

On that basis, Binh Dinh province will consider to propose the Prime Minister to add 27.7 km of Quang Ngai - Hoai Nhon section in Binh Dinh to Hoai Nhon - Quy Nhon section and apply the specific mechanism as a North-South expressway projects that the Government is considering and approving; so that Binh Dinh province can proactive in site clearance and budget management in accordance with the PPP Law and the Budget Law.

In addition, in order to effectively exploit available projects such as Cu Mong tunnel, Deo Ca tunnel, etc., creating advantages for localities when the North - South expressway is deployed and exploited in the period of 2021 - 2025, with the experience in PPP models, Deo Ca Group has consulted localities to consider applying and proposing to the Government to implement expressway projects in accordance with direction of the Prime Minister.

According to the planning of Vietnam's expressway network by 2020, with a vision to 2030, the country strives to have about 5,000 km of expressways. In which, the target to complete East North-South Expresswayby 2025 has been clearly demonstrated at the recent nationwide online meeting on the Project on Implementation of Expressway Construction in the 2021-2025 period and orientation to 2030 chaired by the Prime Minister. The construction investment and completion of the expressway section through Binh Dinh province with a length of about 121km (in which: Quang Ngai - Hoai Nhon section has 88km long and Hoai Nhon - Quy Nhon section has 69km long) in the period in the 2021 - 2025 period to connect with the expressway sections in the 2016 - 2020 period; Forming an expressway connecting with Da Nang - Quang Ngai expressway and Cu Mong tunnel to create motivation for socio-economic development of the province.
