In the morning of August 16th, 2019, Ministry of Transport led by Deputy Minister Le Dinh Tho had a day at Hai Van Road Tunnel Extension Category under Deo Ca Road Tunnel Investment and Building Project. On that working date, representative of Hanoi Vietinbank was also participated.
Entering directly to construction site to inspect construction progress, Deputy Minister Le Dinh Tho highly appreciates effort to overcome many difficulties of officers, workers and staff, investors to carry the project until completion.
According to Mr. Nguyen Tan Dong, Director of Hai Van Management Board, until current time, construction performance simultaneously achieved 69.9% of quantity. Excavation and reinforcement achieved 97.6%, pouring tunnel segment with concrete achieved 36.8%, middle gap construction achieved 58.9% of tunnel length.
Mr. Nguyen Tan Dong shared that, construction bid packages had satisfied technical, quality, and schedule requirements approved in project, it was expected to organize tunnel opening on September 27th, 2019.
Until this time, overall schedule of whole project had satisfied proposed plan. In addition to that Co Ma, Deo Ca, Cu Mong, Hai Van 1 categories of the project had completely been put into operation, Hai Van 2 tunnel category was expected to be completed in October 2020, and put whole project into operation.
The project currently still had a number of long term and unfinished difficulties, issues, regarding to proposals of investor, Deputy Minister Le Dinh Thi had given specific directives.
Regarding to capital, which is 1,180 billion VND supported by State Budget in accordance with commitment, but it had not been able to define specific time for disbursement, Mr. Le Dinh Tho has assigned Planning and Investment Department to work with Financial Ministry, Planning and Investment Ministry to report to the Government and National Assembly to re-issue such capital in 2019. Ministry of Transport would also report back to competent-level authorities for approving capital utilization plan and renewed disbursement for remaining Government bond capital under plan 2016 – 2018 arranged for project.
Deputy Minister Le Dinh Tho had agreed to collect fee of La Son – Tuy Loan route, and assign Public Private Partnership Department as the lead to work with Financial Ministry to confirm particular deficit amount to request this ministry to report fee collection method.
Ministry of Transport Deputy Minister had directed investor to adjust toll booth scale to satisfy transportation capacity, guaranteed to implement completely and compatibly with tunnel construction, when put into operation and agreed on technical Hai Van 2 tunnel breakthrough program on September 27th, 2019, report to Government, Prime Minister to participate and motivate officers, workers, and staff participating in construction and population in Hue Province – Da Nang Province.
