On March 8, 2020, Prime Minister Nguyen Xuan Phuc came to the bidding package XL13, Cai Lay town, Tien Giang province to check the construction progress of Trung Luong - My Thuan expressway.
Mr. Nguyen Tan Dong - General Director of Trung Luong - My Thuan BOT Company reported to the Prime Minister that the construction item of wick plugs to handle weak ground on the main line has now completed and is in the process of superimposed load of bridge construction. After 11 months of construction since Deo Ca Group took over executive management, the project has achieved more than 35% of the total project volume, over 2 times higher than the volume of 10 years ago.

Regarding the capital source for the project, up to now, the legal capital and other mobilized capital raised by the investor are VND 3,400 billion, the investor has raised enough capital and disbursed into the project VND 2,500 billion. The total State budget capital to support the project is VND 2,186 billion and has been disbursed VND 1,733 billion (VND 410 billion has not been disbursed). The investor proposed to the People's Committee of Tien Giang Province to clarify the use of the remaining central State budget capital to ensure reciprocal capital for the project as committed. For credit capital, the consortium of credit granting banks including Vietinbank, BIDV, Agribank, VPBank and related parties signed a credit contract on December 16, 2019 with a committed loan limit of VND 6,686 billion. Vietinbank, represents the sponsor banks, pledged to disburse the first loan for the project on March 9, 2020.
After listening to the report of project's implementation, Prime Minister Nguyen Xuan Phuc praised the determination of the investor, the Ministry of Transport, Tien Giang Province, especially Deo Ca Group's capability has well handled the remaining shortcomings and obstacles of Trung Luong - My Thuan Expressway project in the past, speeding up the construction schedule, ensuring the road connection in 2020 and inauguration in 2021.

Prime Minister Nguyen Xuan Phuc directed the related parties to properly handle the capital issue for the project in accordance with the regulations, the People's Committee of Tien Giang province urgently disbursed the remaining State budget capital to integrate with the Investor's capital and sponsor banks. At the same time, the People's Committee of Tien Giang province is responsible for material supply road which is blocked by salinity prevention, having priority solutions to ensure the supply of materials to serve construction of the project. In addition, the Prime Minister also directed VietinBank as a focal bank have to provide sufficient capital as committed.
With the goal of putting Trung Luong - My Thuan expressway into operation, contractor must ensure the best quality, safety and investment efficiency, organize the synchronous and effective operation and management of Ho Chi Minh - Can Tho expressway. Regarding Trung Luong - My Thuan Expressway Project, Prime Minister has assigned the task of route connection by the end of 2020 and completed in 2021, assigned the Ministry of Transport to immediately deploy the plan of toll collection of Ho Chi Minh City - Trung Luong Expressway to reduce traffic accidents and congestion, avoid waste, increase revenue for investment in transport infrastructure development. At the same time, it is necessary to accelerate the construction progress, soon complete the My Thuan - Can Tho section as the Prime Minister's instruction No.11/CT-TTg on March 4, 2020, assigning the Ministry of Transport to propose the Government the plan to continue executing the construction of My Thuan - Can Tho expressway with the goal of connecting to Can Tho in 2021 and inaugurate in 2022.
Trung Luong - My Thuan Expressway Project is a part in the planning of the Ho Chi Minh City - Trung Luong - My Thuan - Can Tho Expressway. This route plays a particularly important role in connecting the socio-economic center of the Mekong Delta region with the Ho Chi Minh City and the southern key economic region. The soon completion of Trung Luong - My Thuan Expressway and synchronous connection of the expressway form Ho Chi Minh City to Can Tho will contribute to create new "resilience", remove "bottlenecks" of traffic for the Southwest region.
