2 years of receiving Trung Luong - My Thuan Expressway Project

Today, March 18, 2021, marks 2 years since Deo Ca Group received the Trung Luong - My Thuan Expressway Project. At that time, the Project had been behind schedule for many years due to difficulties in raising capital and the capacity of old investors.

“Built over and over again but not finished…”

Those are words of Mr. Nguyen Van Giau, Chairman of the National Assembly's Foreign Affairs Committee, a member of National Assembly, about this expressway. The Trung Luong - My Thuan Expressway is only 51.1km long, the Project’s land clearance has reached 98%. However, starting in November 2009, only more than 10% of the work volume was completed by the end of 2018.

The biggest problem of the Project was that the financial plan was broken, there is a large difference about the interest between the loan according to the Project contract and the bank loan, hence the failure to disburse the credit loan. In addition, changes to the Law on Management and Use of Public Property make toll revenue in the Ho Chi Minh City - Trung Luong Expressway to support the Trung Luong - My Thuan Expressway according to the original financial plan was unable to use. Besides, one of the investors consortium members involved in many criminal cases…

Facing that stalemate, the project investors consortium proposed the Ministry of Transport to invite DCG, a qualified corporation, to participate in the Project management. DCG has experience in deploying many traffic infrastructure projects and successfully rescued the Bac Giang - Lang Son Expressway Project, having many of the same problems as the Trung Luong - My Thuan Expressway Project.

The result of 2 years of participating

Right after receiving the Project, DCG has a feeling that "The Project completion is one day late, that is one day we are in debt to the people". In the role of project manager, DCG researched and selected the optimal technical solutions, adjusted the design, etc, provided solutions to organize the construction. Therefore, the slow progress in the past was compensated.

DCG strengthened the entire management system through eliminating 0 VND investors and incompetent contractors, replacing by experienced personnel to manage the Project. After that, DCG solved a series of other problems related to capital. By the end of September 2019, in a inspection visit to the Project site, the Prime Minister handed over the decision to allocate state budget capital to DCG and directed that the Expressway has to be opened before December 31, 2020.

With the determination to work "three work through": "through the night, through the New Year, through the epidemic" and overcome the difficulties of the weather, saltwater intrusion, scarce raw materials..., more than 1.500 employees have alternately worked on the construction site to turn challenges into opportunities, turn skepticism into motivation and regain the trust of all people that was lost a decade ago.

Trung Luong - My Thuan Expressway was opened on schedule before December 31, 2020. In the bandwidth cutting ceremony of Trung Luong - My Thuan Expressway, Prime Minister Mr. Nguyen Xuan Phuc said: “I highly appreciate DCG. Because they have successfully built many works such as Deo Ca Tunnel, the first tunnel designed and built by the Vietnamese, Hai Van 2 Tunnel, Bac Giang - Lang Son Expressway and some other important works that are about to be completed. They have successfully completed the assigned task. A prosperous Vietnam cannot be complete without world-class corporations such as DCG.

The Project still has a huge amount of unfinished work to be able to be put into operation in 2021. With good capacity and determination, DCG is confident to finish the Project on time.
