On December 17, 2020, Deo Ca Tunnel Management & Operations Enterprise cooperated with the Fire and Rescue Police Departmentof Phu Yen and Khanh Hoa to practice the Firefighting and Rescue Execution Plan level 3C at Deo Ca road tunnel, following the approved Plan of Khanh Hoa's Fire and Rescue Police Department.

Hypothetical situation was that,at 15.30 PM on December 17, 2020, a pickup truck was travelling in Deo Ca’s western tunnel to the distance Km6+660 from the North-to-South direction then it hit an incident then stopped. The truck was 1280m away from the North exit and 2845m away from the South exit of the tunnel. At the same time, a 5-ton truck running in diesel engine with plate 77C - 268.55, was transporting fabric in the same direction. The truck was driven by Mr. Tran Van A then collided with the pickup truck in front of it due to the lack of safety distance, causing an electrical short and eventually leading to a fire. The fire quickly escalated to the whole car.There were one driver and one assistant in the car at that time. The fire's heat increased gradually with more smoke being blown to the South with velocity 5m/s.

The incident caused two people injured and immobile, also caused a long-lasting traffic jam in the western tunnel that requires rescue from appropriate authority as well as redirection vehicles to alternative routes.

Getting the news, the tunnel operations center quickly issued an order to close 2 the tunnel exits, blocking/preventing vehicles from entering the tunnel. Other steps that followed 3C Plan were also executed to ensure sufficient space for specialized vehicles getting through.

The Firefighting and Rescue force deployed action plan which prioritized rescue injured people, at the same time they executed fire fighting and relocateddamaged vehicles to a safe place.

At the end of the training, the tunnel’s operation was switched from the training mode to the normal operations.A meeting was also hold for lesson learnt, for getting feedback from the Fire and RescuePoliceDepartment and for final assessment about the training execution.

The firefighting and rescue training is one of the annual activities to raise awareness for all employees of the Enterprise and to strengthen the cooperation at work. In addition, the training is to advance professional capability in terms of firefighting and rescue to apply the motto “4 on the spot”: “command on the spot”, “forces on the spot”, “vehicles on the spot”, and “suppliers on the spot” to promptly handle and minimize damages once incidents occur,ensure safety for people and vehicles travelling through Deo Ca road tunnel.
