100-day campaign launched to open traffic on two key expressway projects in Lang Son and Cao Bang provinces

On the afternoon of September 10, at the IC01 interchange (Km0+400) - the connection point of Huu Nghi - Chi Lang and Dong Dang - Tra Linh expressway projects in Lang Son province, the investor consortium led by DEOCA Group, together with project enterprises and contractors, organized the launching ceremony of the “100-day campaign to open traffic on Huu Nghi - Chi Lang and Dong Dang - Tra Linh expressway projects”.

The ceremony took place in an enthusiastic atmosphere, attended by the Advisory Council, DEOCA Group’s leadership, along with investors, contractors and supervision consultants for both projects.

In his opening remarks, Mr. Pham Duy Hieu, Deputy General Director of DEOCA Group, emphasized the critical significance of Huu Nghi - Chi Lang and Dong Dang - Tra Linh expressways in the overall development of transport infrastructure in the Northeast region and across the country.

Since their groundbreaking in 2024, the two projects have received close guidance and attention from the Party, State, ministries, and local authorities. They have been honored with visits from the Prime Minister and leaders of the Ministry of Construction for site inspections and encouragement of engineers and workers.

Despite challenges such as land clearance, prolonged rain and floods, complex geological conditions, and a demanding schedule, construction has maintained a rapid pace to achieve the goal of opening traffic.

“Currently, nearly 6,000 officials, engineers and workers, supported by 2,600 pieces of equipment, are working tirelessly to accelerate progress across hundreds of construction fronts. The goal is to complete over 150 kilometers of both expressways in 2026, thereby building a modern highway corridor through the Northeast mountains”, Mr. Pham Duy Hieu said.

At Huu Nghi – Chi Lang project, site clearance has been completed for 57.16 kilometers. Contractors have mobilized 2.652 personnel and 1.243 pieces of equipment, with work proceeding on 141 construction fronts across 4 bidding packages. The project's value of work completed to date stands at approximately USD 9,4 million out of USD 250 million, which represents 37.44% of the contract value.

At the ceremony, representatives of DEOCA Group called on all parties to focus their resources over the next 100 days to open traffic in time for the 79th anniversary of National Resistance Day (December 19, 2025) and to welcome the 14th National Party Congress as directed by the Prime Minister.

To maximize the effectiveness of the campaign, the investor consortium proposed that the People’s Committees of Lang Son and Cao Bang provinces, along with relevant departments, resolve issues related to land procedures, material mines, disposal sites and utility relocation; compensation support, resettlement and security maintenance. In addition, they also requested competent authorities to cooperate on a “work completed will be inspected and paid for accordingly” to shorten the approval time for documents, especially for key items.

DEOCA Group called on all parties to focus their resources over the next 100 days to open traffic in time for the 79th anniversary of National Resistance Day (December 19, 2025) and to welcome the 14th National Party Congress as directed by the Prime Minister.

Throughout the emulation campaign, DEOCA Group is committed to providing decisive and synchronized management, increasing human resources, ensuring financial stability for continuous construction and improving project management quality. Also, contractors, supervision consultants and suppliers must all work together to regard the 100-day milestone as a measure of honor and capability.

“Let all the engineers, workers, and laborers turn every working day into a step forward on the path to enhancing development for our homeland in Cao Bang and Lang Son”, Mr. Hieu stressed.

Speaking at the event, Mr. Dang Tien Thang, General Director of the phase 1 of Dong Dang - Tra Linh expressway Project Enterprise, urged all contractors, engineers, and workers to unite, demonstrate determination in accelerating progress while ensuring absolute quality and safety.

“Each construction item is a goal to conquer. We must not only meet schedule targets but also deliver a model project that contributes to a modern and sustainable transport system”, Mr. Thang affirmed.

Mr. Dang Tien Thang, General Director of phase 1 of Dong Dang - Tra Linh expressway Project Enterprise, urged all contractors, engineers, and workers to unite, demonstrate determination in accelerating progress while ensuring absolute quality and safety.

To ensure the completion of phase 1 of Dong Dang - Tra Linh expressway project, contractors have mobilized over 3.300 workers and 1.468 pieces of machinery across 287 construction fronts along the entire route. The project value completed stands at USD 156 million out of USD 433 million (36.06% of the contract value), which is equivalent to 62% of the total output needed for opening the route in 2025. The plan is to open 40 km on asphalt pavement, 19 km on aggregate subbase, and 34.25 km of K95 embankment by December 19, 2025.

On behalf of the contractors, Mr. Vu Xuan Huy, a representative of 559 Expressway Investment JSC, pledged to mobilize all resources, review the construction plan, and reinforce personnel and equipment to achieve the goal of traffic opening within the next 100 days.

“For us, meeting progress is a matter of credibility. Our commitments will be demonstrated through actions right on the construction site”, Mr. Huy said.

The “100-day campaign for traffic opening” is expected to create a powerful drive, helping both Huu Nghi - Chi Lang and Dong Dang - Tra Linh expressways overcome challenges. The projects will boost socio-economic development in the Northeast border region, and strengthen transport connectivity with neighboring provinces and international partners.

Aligning with the 100-day campaign launched to open traffic on Huu Nghi - Chi Lang and Dong Dang - Tra Linh projects, the Management Board for the two projects organized a pickleball tournament, with eight pairs of male athletes participating.

Representatives of the Group's leadership wished the athletes a safe and fair competition, encouraging sports as a source of positive energy to maintain working pace and contribute to achieving the project's overall goals. This campaign is also a meaningful activity promoting physical training and fostering a united, disciplined, and efficient working environment across the Group.
