In the afternoon of September 10th, Mr. Lai Xuan Mon, Member of Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, Head of the provincial National Assembly Delegation worked with the Board of Assistants of the Steering Committee of Dong Dang (Lang Son) - Tra Linh (Cao Bang) Highway Project on the implementation of Dong Dang (Lang Son) - Tra Linh (Cao Bang) Highway Project and the key tasks in the coming time.
Implementing Notice no. 397/TU dated March 07th, 2019 of the Provincial Party Committee and Notices no. 372-TB/VPTU dated April 01st, 2019, 384-TB/VPTU dated April 25th, 2019, 410-TB/VPTU dated June 28th, 2019 of the Office of the Provincial Party Committee, until now, the Board of Assistants of the Steering Committee has completed the draft of preparing the monthly, quarterly and yearly specific and detailed working plan and program of the Steering Committee and reported to the Steering Committee for consideration and issuance of implementation organization; Draft of Specialized Resolution of the Provincial Party Executive Committee and the Standing Committee of the Provincial Party Committee on the implementation of Dong Dang (Lang Son) - Tra Linh (Cao Bang) Highway Investment Project, reported to the Steering Committee for comments prior to submitting to the Standing Committee of the Provincial Party Committee, the Executive Committee of the provincial Party Committee for consideration and decision; Draft of Specialized Resolution of the provincial People’s Council on the implementation of Dong Dang (Lang Son) - Tra Linh (Cao Bang) Highway Investment Project, reported to the Steering Committee for comments prior to submitting to the meeting of the Provincial People’s Council for consideration and decision.

On April 02nd, 2019, the provincial People’s Committee issued Document no. 966/UBND-GT assigning the tasks to the Provincial Transport Project Management Board to act as the key unit to perform the tasks of the representative of competent authorities coordinating with the investor to implement the Project and strengthen qualified officials to join the Management Board of the Project Management Unit to ensure the work requirements during the time of project implementation. On March 29th, 2019, the Department of Planning and Investment coordinated with the Department of Finance issued Document no. 445/SKHDT-THQH to report to the Provincial People’s Committee on the arrangement of about 300 billion VND and 200 billion VND of local budget capital in 2019.
The Provincial People’s Committee issued the Statement no. 941/TTr-UBND of the Provincial People’s Committee requesting on the approval of the investment policy to implement the Project for submission to the Prime Minister for consideration and approval. On April 04th, 2019, Department of Natural Resources and Environment coordinated with Department of Transport, Deo Ca Group to work with Department of Natural Resources and Environment and involved agencies and units of Lang Son province to unify the counting for compensation, environmental impact assessment when implementing the Project.
On April 22nd, 2019, the provincial People’s Committee issued Document no. 1238/UBND to send to the Prime Minister on proposing solutions to implement the investment in the highway project. On September 07th, 2019, in Notice no. 318/TB-VPCP, the Prime Minister asked the State Bank of Vietnam and the Ministry of Finance for urgent agreement in September 2019 to report to the Prime Minister on the plan to increase charter capital for state-owned commercial banks to meet the conditions for credit issuance as stipulated, especially the important projects of the country ...
For the work of survey and preparation of feasibility study report, the investor coordinated with departments, agencies of the province and involved localities to carry out the topographic and hydrographic surveys accounting for 80%; The geology and construction survey accounts for 40%; resistivity measurement accounts for 60%. The typical design, selection and route design, agreement on route direction, construction location on the route with the localities that the route passing though have been completed. The work of designing route, plan, vertical and cross sections accounts for 90%; The design of the tunnel and bridge route is 80%...
The name and scale of design have been agreed; the survey and design documents for 2 road subprojects connecting residential area to public roads are complete. The consultant has investigated and surveyed 28 quarries, 20 soil mines, 12 sand mines and 33 disposal sites.
At the Government’s Standing Committee meeting on July 25th, 2019 on the implementation of some important and urgent projects in the Transport industry, the Prime Minister assigned the Ministry of Finance to balance 100 billion VND from the increase of the central budget collection in 2018 to support the land clearance of Dong Dang (Lang Son) - Tra Linh (Cao Bang) highway project; for the remaining capital, the Ministry of Planning and Investment is assigned to coordinate with the Ministry of Finance and other involved agencies to specify other legal capital structure to complete the project investment procedures as stipulated by law, report to the Prime Minister as stipulated. Cao Bang Provincial People’s Committee soon implements the land clearance work; direct the construction of the system of public roads, connecting roads, auxiliary items ... to be ready for conditions of project implementation. In August 2019, the Government submitted to the National Assembly Standing Committee the capital supplement of 100 billion VND to support Cao Bang province to make investment preparation and some preparations for the project ...
In the coming time, the Board of Assistants of the Steering Committee will continue working with the Government, ministries and central branches for approving the investment policy of Dong Dang (Lang Son) - Tra Linh (Cao Bang) highway; having policy on central budget capital allocated by the Central to the Project; competing the procedures for approving the investment project, bidding plan, design of construction drawings and estimates, organizing the selection of contractor for 2 sub-projects.
Making a conclusion speech at the meeting, Secretary of the Provincial Party Committee Lai Xuan Mon highly appreciated the Board of Assistants and Deo Ca Group for synchronously deploying the project’s contents during the past time. The provincial People’s Committee, involved departments and branches were requested to continue working with the Standing Committee of the National Assembly to be approved for funding the Project. The Board of Assistants well prepared the project’s work contents, closely followed the involved ministries and central branches to arrange the working schedule for the Standing Committee of the Provincial Party Committee to carry out capital appraisal, capital arrangement, accelerate the approval work of investment policy of the Project; prepare the contents for the Steering Committee meeting of the Project, evaluate the achieved results in the Project implementation schedule, difficulties and propose solutions in the coming time. Deo Ca Group cooperated with involved departments and branches to soon complete the planning of the construction material mines for the Project ...
