
Although it has only undergone about one-third of the project's construction time, the road foundation construction has been completed more than 80%.
The project is 78.5km long, with a total investment of 8,925 billion VND, which was invested by the DCG - 194 investors consortium. It is the last contracted project among the three PPP projects in the North-South expressway, but it has already arranged enough capital and implemented the first.
According to Mr. Dang Tien Thang, Standing Deputy General Director of the project enterprise, by October 20, 2022, the construction volume at the project has reached more than 2,200 billion VND, equivalent to 30% of the construction and installation volume, basically meeting the schedule. The segment performed by DCG achieved an output of 1,418 billion VND (equal to 31.19% of the total value, exceeding 5% of the plan), the segment by 194 Company achieved an output of 789,55 billion VND (equal to 26% of the total value).
An interesting point in the project is that by October 20, 2022, the State budget capital (VGF) has been disbursed 867.5 billion VND, exceeding the planned capital arrangement in 2022. Currently, the project enterprise has requested the competent State agency to supplement the budget source for the project soon.
Since implementing the project, investors have faced many difficulties due to a shortage of raw materials and a sudden increase in raw material prices.
DCG has implemented many solutions to overcome difficulties. Specifically, the investors actively worked with the locality to search for alternative material mines and received timely support from the People's Committee of Ninh Thuan province.
For stone materials, DCG has assessed the actual quality of stone materials for classification and reasonable use. DCG has been proactive in the source of materials, meeting about 80% of the demand for all kinds of stones.
In addition, DCG has implemented many solutions to attract human resources and exceptionally skilled technical workers. Up to now, there are about 2,000 employees and 750 machines and equipment in construction service.
In the segment of km92+260-km134+000, DCG has mobilized 1,500 employees and more than 500 machines and equipment. Much modern equipment was newly invested in matching the actual geological conditions of the project. The aim is to shorten the completion schedule by three months under the direction of the Prime Minister.
"On the construction site of the expressway project, DCG has regularly organized cultural training programs and competitions for good skills," said Mr. Thang.
The most severe difficulty of the project at present is the high fuel and essential materials price, which exceeds the project's provision, causing challenges for project enterprises and construction contractors.
"We have asked the State agency to supplement the contract content on essential materials and adjust it to the time to collect the project payback fee, " said DCG's leader.
In addition, the project needs a rest station, a fueling place, etc. The investor recommended that the Ministry of Transport assign them to implement the item to ensure the completion of the entire project by the end of 2023.
The People's Committee of Ninh Thuan province has proposed to the Ministry of Transport to invest in the complete construction of the intersection connecting the expressway in phase 1 of the project. However, up to now, the Ministry of Transport has yet to agree on this.
According to the representative of the project enterprise, some items have to wait for the intersection design adjustment, which affects the project implementation progress.
