Hai Van 2 tunnel item (under Hai Van Tunnel Expansion Project) has a total investment of more than VND 7,000 billion with tunnel over 6.2 km long, expected to be completed and put into operation by the end of 2020.
At the site, the constructors are now urgently carrying out the the last remaining items such as installation of concrete formwork for lining concrete, surface concrete, road surface into the maintenance road, installing cable tray, cable ladder, etc. The project management unit (PMU) of Hai Van tunnel said that up to the present time, the construction of major items of the tunnel has reached 85% of the total volume.
According to Hai Van PMU, currently, the traffic volume passing through Hai Van 1 tunnel is increasing rapidly every day and especially on holidays and festivals, congestion appeared and prolong on the leading roads of the tunnel. From the beginning of the new year until now, the construction units have made great efforts to perform and made the progress months ahead of schedule and basically completed the construction in the first quarter of 2020 before deploying the equipment installation, comprehensively complete Hai Van 2 Tunnel and put into operation by the end of this year.
The director of Hai Van Tunnel PMU Nguyen Tan Dong confirmed that all the bid packages of Hai Van 2 tunnel construction meet the technical requirements. The construction progress of the bid packages also meets overall schedule approved by the Ministry of Transport.
Reduce congestion
The Hai Van 1 tunnel is a complicated transport construction including roads, tunnels, bridges and attached operating equipment with a length of nearly 14 km. In which, the length of the tunnel is 6.2 km. When it was used in 2005, Hai Van 1 tunnel not only significantly shortened route through Hai Van pass from 21 km to more than 6.2 km, ensuring safety for vehicles but also contribute to promoting socio-economic development for localities in the region.
Along with the economic development of the country, the density of vehicles on National Road 1A has increased dramatically, especially the section passing the central region in general, Hai Van 1 tunnel in particular. After 15 years of exploitation, this tunnel has become overloaded, especially at peak times or during the holidays, leading to unsafe traffic, causing congestion in two leading roads and in the tunnel due to vehicle must rune 2 directions in 1 tunnel.
In order to reduce pressure on Hai Van 1 Tunnel, in April 2016, Ministry of Transport agreed to Deo Ca Transport Infrastructure Investment Joint Stock Company to deploy Hai Van 2 tunnel project running in parallel with Hai Van 1. According to the authorities, the operation of Hai Van 2 tunnel will reduce the traffic load for Hai Van 1 tunnel, ensuring the traffic arteries on National Road 1A through the province.
Mr. Vo Ngoc Trung, Director of Hai Van Tunnel Management and Operation Factory said that, Hai Van 1 tunnel is designed to meet the demand of 12,000 vehicles per day and night by 2020. However, up to now, the average volume of vehicles passing through the tunnel on regular day has been 10,000-15,000 vehicles per day. Not to mention on weekends or New Year holidays, the statistics of operation in 2019 and 2020 show that vehicle traffic has reached the milestone of 19,000 vehicles per day and night, nearly 800 vehicles per hour.
The Tunnel Management and Operation Factory has applied many different operating solutions and coordinated with local traffic forces to regulate and ensure traffic safety and order. However, temporary operational solutions could not solve the “root” of the problem. Therefore, accelerating the construction progress, ensuring technical quality, soon putting Hai Van 2 tunnel into operation by the end of 2020, expanding Bac Hai Van toll station and synchronizing scale 4 lanes on the entire National Road 1A route, will then thoroughly solve the overload congestion in the Hai Van 1 tunnel.
In 2020, the operation of Hai Van 2 tunnel will reduce the pressure on Hai Van 1 tunnel as well as shorten the circulation time for vehicles, improving the efficiency of transporting goods and passengers. The persistent issues about the black spot of accidents in Hai Van area will be minimized, creating opportunities for local trade, ensuring traffic on the national arterial road.
The project of expanding Hai Van tunnel is invested by Deo Ca Transport Infrastructure Investment Joint Stock Company, in which the project of expanding Hai Van 2 tunnel under this project was approved by the Ministry of Transport in 2016, including 2 phases with a total investment of over VND 7,200 billion. The Hai Van 2 tunnel will be expanded from the evacuation tunnel with a scale of 4 lanes, an expansion bridge and 4-lane leading roads, expected to operate the entire route by the end of 2020. |
