On the morning of March 8, Prime Minister Nguyen Xuan Phuc and Deputy Prime Minister Trinh Dinh Dung checked the progress of the Trung Luong - My Thuan Expressway Project (hereinafter referred to as the Project) at the XL13 bid package (Phu Nhuan commune, Cai Lay district).

At the inspection trip, Prime Minister Nguyen Xuan Phuc highly appreciated Tien Giang province for completing 100% site clearance; The construction unit has focused its resources and specific steering ability to complete over 35% of the work volume. The investor committed to open the route for vehicles with less than 20 seats by the end of 2020 and absolutely complete the expressway in 2021. This is a great effort of the investor, the Ministry of Transport (MOT), especially Tien Giang province and related departments. Regarding the proposals, firstly dealing with the remaining part of the State budget, the Prime Minister agreed at the proposal of the Ministry of Transport and the Tien Giang People's Committee (PC) to handle it more strictly, legally and timely. Tien Giang Province is responsible for handling saline materials for construction on schedule. In addition, PM Nguyen Xuan Phuc assigned MOT to set up toll collection plan for Ho Chi Minh - Trung Luong Expressway to reduce traffic accidents and to get funding for handling when necessary. At the same time, soon proposing to the Government the construction plan of My Thuan - Can Tho expressway at the PM's Directive No. 11. The PM also praised the syndicated banks for providing enough capital for the Project.
PM Nguyen Xuan Phuc emphasized: "The State budget of nearly VND 2,200 billion is 100% handled, now the determination is needed to solve both Trung Luong - My Thuan and My Thuan - Can Tho to synchronously connect with Ho Chi Minh City - Trung Luong expressway. That spirit of determination will be implemented drastically and specifically for each relevant departments and localities. The MOT, PC of Tien Giang province, local authorities, investors and construction units must focus on implementing with specific solutions to implement on schedule and meet quality requirement”.
According to the Tien Giang PC, with the role and responsibility of the competent State agency, the Tien Giang PC has actively supported Trung Luong - My Thuan BOT Joint Stock Company (Project Enterprise) and banks to successfully negotiated and signing the credit contract on December 16, 2019. Accordingly, loan banks committed to lend VND 6,686 billion.
Up to now, the reasonable proposals of Project enterprese and the loan bank have been reviewed, clarified and fully resolved by the Provincial People's Committee. The loan banks do not have any problems regarding disbursement conditions of the credit contracts and they have made a written commitment no later than March 9, 2020 will disburse at the request of Project enterprise.
According to the Project enterprise, the the item of wick drain installation to handle weak ground has been completed on the main line and is in the stage of loading superimposed and constructing the bridge. In order to enhance the contractor's capacity and meet the general progress, the bidding packages that are behind schedule will be cut down work volume to transfer to the other capable contractor. At the same time, if the contractor does not have any solution to overcome, the investor will continue to cut the volume or even replace by another contractor.
