The private economy has been making an important contribution to the national economy, so building a Party cell in private enterprises is an important issue.

Deo Ca Group Joint Stock Company (Deo Ca Group) is a positive example in building the Party organization in the unit, contributing to the effective implementation of Directive No. 33-CT/TW on 18-3- 2019 of the Secretariat on “Strengthening the building of Party organizations in private economic units”.

The evolution

Starting from a cooperative established in 1985 in Phu Yen province, realizing that to survive in a dynamic and multi-dimensional world, it must be changed. Thereby a process of merging and uniting cooperatives with companies in many forms such as joint ventures, associates, business acquisition... started; including state-owned enterprises such as Hamdeco Operation Management Company (with nearly 200 party members), forming Saigon Bridge and Road Investment Construction Joint Stock Company (SBRC).

In May 2018, SBRC officially renamed as Deo Ca Group Joint Stock Company and implemented a comprehensive restructuring to realize investment and business strategies on a national, regional and international scale.

Undergoing a dramatic evolution, Deo Ca Group is now a parent company including 19 member companies divided into 5 sectors: Specialized boards; Investment bussiness sector; Project bussiness sector; Manufacturing & trading bussiness sector; Strategic partners. Another difference is Deo Ca gathers many former leaders, professors, experts, scientists and especially many young intellectuals to create specialized working groups, thereby promoting strengths and experience in construction of transport infrastructure investment; management and operation of transport works; general contractor construction, equipment installation; financial investment, etc. With nearly 5,000 managers and employees, Deo Ca Group is a solidary and united group pursuing the common aspiration of becoming “the biggest transport infrastructure investor. The most professional financial investor and the strongest general contractor”.

The role of Party organizations

Deo Ca Transport Infrastructure Investment Joint Stock Company is one of 4 members of Deo Ca Group that has a Party organization. Mr. Nguyen Quoc Huy, Secretary of the Company's Party Committee, said that the Party Committee has 3 affiliated cells with 108 members. From the beginning of the term up to now, the Party Committee always admits new party members every year.

About the important role of the Party organization in enterprises, Mr. Nguyen Quoc Huy said that the Party Committee of the company often consulted with the Board of Management and the Board of Directors about cadre work when being promoted or appointed. The Party Committee has led, directed and operated on the principle of democratic centralism, demonstrated the role of collective leaders and individuals in charge of responsibility to the Party Committee. Issues under their authority are discussed together to reach a consensus in leadership and administration.

Currently, Deo Ca Transport Infrastructure Investment Joint Stock Company is managing and operating tunnels: Co Ma - Deo Ca, Cu Mong, Hai Van, Phuoc Tuong - Phu Gia and always ensure safety, efficient and smooth traffic. The firm is also constructing Hai Van Tunnel Expansion project and other items assigned by the Group, ensuring the quality and progress. Their employees are ensured continuous jobs with an average income of nearly 9 million/person/month.

According to Mr. Ho Minh Hoang, the leadership Party will bring many advantages to the development of private enterprises in the Party line, bringing profits, creating jobs and income for thousands of workers; creating opportunities to identify dark corners of opportunism, interest groups and create its own culture. Therefore, building a Party organization in the enterprise is an inherent need of Deo Ca Group.

Currently, Deo Ca Group has 4 subsidiaries having Party organizations, directly under the local Party committees where they located with a total of nearly 300 members. The firms having Party cells all developed stably and made profits. Party cells have promoted their role and position in enterprises. Therefore, it can be seen that the establishment of Party organizations in enterprises is a very necessary factor in the process of operation and development of enterprises.

Precious experience from practice

Mr. Ho Minh Hoang said that the leadership role of the Party in private enterprises is no longer limited in ideological, propaganda and advocacy but also by participating in the organizational structure, participating in strategic and direction planning, deciding the development issues of the company. “Therefore, we set out a plan to add the Party cell's secretary as an independent member of the Board of Management to further enhance the Party's role in enterprises and enhance the Party's control in economic activities” - Mr. Hoang said.

“Another issue is that most of the current positions such as secretaries, deputy secretaries, members of the Party organization are not paid responsible salaries for these titles”, he said. If Party organizations are in the enterprise, the above-mentioned positions also need to be paid for labor, which helps both raise the sense of responsibility of the individuals as well as the importance of the Party's role in the enterprise. In the coming time, we will pay the salaries for the above mentioned positions” - Chairman of Deo Ca Group confirmed.
