On June 24, 2026, in Hanoi, Deo Ca Group and Thuy Loi University signed a Memorandum of Understanding (MoU) to strengthen cooperation in education, applied research, and human resource development for Vietnam's transport infrastructure sector.
Attending the signing ceremony on behalf of Deo Ca Group were Mr. Nguyen Quang Huy, Vice Chairman cum General Director, senior advisors Assoc. Prof. Dr. Tran Chung and Assoc. Prof. Dr. Do Van Dung, together with representatives from the Group's professional departments.
Representing Thuy Loi University were Prof. Dr. Nguyen Trung Viet, Rector of the University, along with representives of the Faculty of Civil Engineering, the Office of Academic Affairs, and the Office of Science, Technology and Development Cooperation.

During the working session, the two sides discussed workforce demands as Vietnam continues to accelerate investment in transport infrastructure, particularly expressways, railways, and large-scale underground engineering projects.
Mr. Nguyen Quang Huy noted that human resources have become one of the most pressing concerns for transport infrastructure enterprises. He observed that enrollment in transport engineering disciplines has declined in recent years, while demand for skilled professionals continues to rise as numerous national infrastructure projects are being implemented across the country.
Based on this fact, Deo Ca Group proposed expanding industry participation in academic programs - from contributing to curriculum design to incorporating real engineering challenges from construction sites into classroom instruction. Such collaboration would help attract more students and provide them with early exposure to real working environments.
According to Mr. Nguyen Quang Huy, the labor market is experiencing growing demand for professionals in infrastructure operation, asset management, and maintenance. These functions span the entire lifecycle of theprojects, yet dedicated academic programs remain limited.

Assoc. Prof. Dr. Tran Chung said that the investment, construction, operation, and maintenance of transport infrastructure continually generate new challenges of technological, engineering and management. These practical issues constitute valuable resources for education, scientific research, and talent development. Strengthening collaboration between universities and enterprises will enable lecturers and students to gain hand-on experience while enhancing the practical application of research outcomes.

The participants at the meeting also agreed that students should have early access to construction sites to narrow the gap between academic training and industry requirements while allowing students to develop practical skills throughout their studies.
Prof. Dr. Nguyen Trung Viet welcomed Deo Ca Group's proposals, noting that Thuy Loi University offers multidisciplinary programs with strengths in engineering, construction, technology, economics and management. These capabilities provide a solid foundation for the University and the Group to jointly develop new academic programs that meet the evolving needs of Vietnam's transport infrastructure sector.
The Rector proposed expanding internship and field-training at the enterprise, jointly developing new training programs, strengthening scientific research and technology transfer and organizing specialized training courses for technical professionals. The University will also explore new academic directions in infrastructure operation and maintenance, infrastructure asset diagnostics and other fields with strong market demand.

The two organizations agreed to cooperate in developing practice-oriented curricula, researching new academic majors, specializations, and certification programs, as well as coordinating student recruitment and scholarship programs.
The partnership will also include career orientation activities, internships, enterprise-semesters, graduate recruitment; professional development for faculty members and staff; and joint investment in upgrading facilities for education and research.

Through this partnership, Deo Ca Group and Thuy Loi University aim to establish a substantive collaboration that will help develop a highly skilled workforce capable of meeting the demands of transport infrastructure projects in the coming time.
