On the morning of September 19, 2026, DEOCA Group organized the 2026 Chief Commander and Management Board Director Assessment Exam with the participation of 102 officials from 26 projects across the country. The exam aims to assess the professional, management, operational, and situational handling capacities of the project management team, which serves as a basis for training, fostering, and developing human resources.
The exam took place in 180 minutes simultaneously at 5 online connected bridge points, including the North (Hanoi office and Km0 point of Dong Dang - Tra Linh expressway project), the Central region (Ninh Loc toll station of Deo Ca tunnel and Binh De tunnel operation center of Quang Ngai - Hoai Nhon expressway project), and the South (Ho Chi Minh City headquarters office). Among them, the North had 47 candidates, the Central region had 33 candidates, and the South had 22 candidates.
Participating in the assessment were management officials at the level of Director and Deputy Director of the Project Management Board, Chief Commanders and Deputy Commanders of construction units, and personnel who directly organize construction in the fields of bridges and roads, tunnels, as well as ME - ITS.
The assessment content was built according to each title and field group, focusing on legal knowledge, professional expertise, internal regulations, DEOCA Group culture, and practical situations in managing and organizing construction. The exam questions were attached to projects that candidates had directly participated in or are directly participating in, thereby evaluating the ability to apply knowledge and experience to analyze and handle work. The bridge, road, and tunnel group took an essay exam, while the ME - ITS group took a multiple-choice exam.
DEOCA Group organized the 2026 Chief Commander and Management Board Director Assessment Exam with the participation of 102 officials from 26 projects across the country.
Assessing capacity through practical work
Delivering the opening speech, Mr. Nguyen Le Bach, General Director of DEOCA Group, stated that the assessment was organized according to the policy of the Chairman of the Board of Directors and the Chairman of the Advisory Board. This is the first time the Group has organized an assessment of the project management team on a system-wide scale to recognize the current capacity of each official, which leads to appropriate adjustments in training, fostering, and preparing human resources for higher management positions.
According to Mr. Bach, the assessment does not heavily emphasize examination pressure but must be carried out seriously because Chief Commanders and Management Board Directors all hold important positions that directly organize and direct work on projects. Therefore, the exam content was built from reality and attached to the work that the officials are undertaking.
“We need to correctly recognize the current capacity of the team. Work requirements are increasingly high, so the evaluation results will be the basis for adjusting training and fostering tasks, which gradually improves capacity and develops officials”, Mr. Nguyen Le Bach said.

General Director Mr. Nguyen Le Bach delivered the opening speech.
Referring to the requirements for the management team, General Director emphasized that besides the criteria of Physical strength and Intellectual strength, which are expressed through professional knowledge, work efficiency, and the ability to make appropriate decisions on projects, each official needs Mental strength, which is expressed through responsibility, attachment, and a spirit of dedication to the organization. Through this, the values of “Aspiration, Perseverance, Gratitude” are concretized in the task execution process of each official.
From the reality of organizing construction at the site, Mr. Tran Trong Trung, Chief Commander of Tuyen Quang - Ha Giang expressway project, took the exam at 278 Thuy Khue office, believed that a commander must firmly grasp the dossiers, critical paths, and the situation of human resources and equipment to proactively select appropriate handling plans. “The situations force us to analyze carefully before selecting a plan because on-site handling can simultaneously affect progress, quality, and safety. The exam helps me realize the knowledge parts that need to be reinforced to organize work more tightly”, Mr. Trung said.

The assessment does not heavily emphasize examination pressure but must be carried out seriously because Chief Commanders and Management Board Directors all hold important positions.
Mr. Nguyen Ngoc Lam, Director of the Management Board of Ho Chi Minh City - Long Thanh Expressway Expansion Project, took the exam at 32 Thach Thi Thanh office, believed that the situational questions are quite close to common problems encountered during the process of organizing and coordinating resources at the construction site. “A plan is only feasible when correctly calculating resource needs, early identifying bottlenecks, and clearly delineating responsibilities. The situational questions help me review how to plan, coordinate work, and identify the knowledge that needs to be continuously supplemented for more proactive operations”, Mr. Lam shared.
Assessment results serving as a basis for training and developing human resources
Discussing the organization and results of the exam, Mr. Ho Dac Dang Khoa, Deputy Director of the Group's Human Resources Department, stated that the Human Resources Department coordinated with the Project Management Boards and specialized departments to review personnel, group titles, and build assessment content suitable for work requirements. After the exam, the results will be analyzed by each position and field to identify the knowledge and skills that need to be supplemented to build appropriate and substantive training programs.
“From the assessment results, we will advise the Group's Executive Board to build training programs for each official group, monitor changes in work, and propose subsequent evaluation plans. The goal does not merely stop at ranking personnel through a simple exam but also helps each official know where they are and what needs to be perfected before being ready to undertake higher tasks of the Group”, Mr. Khoa stated.

The assessment results will be analyzed according to each title and field to build appropriate training and fostering programs.
According to General Director Mr. Nguyen Le Bach, this year's assessment is the starting step for a capacity evaluation process implemented on an annual roadmap. The results of each assessment act as a basis for the Group to organize training, foster, and continuously verify the progress of officials in the following years. “The goal is for everyone to continuously cultivate themselves to meet work requirements”, Mr. Bach emphasized.
The exam grading process is objective and thorough, which accurately reflects the capacity of each official, with the coordination of the Planning and Technical Department and the Human Resources Department. By combining the assessment results with the practical work monitoring process, the Group will gradually perfect the training programs and evaluation methods for each title group, which forms an evaluation, training, and re-evaluation cycle. Through this, it will standardize and prepare human resources to meet the requirements of managing and operating projects in the future.
