On July 22, Assoc. Prof. Dr. Tran Chung, Vice Chairman of Deoca Group’s Advisory Council, and Senior Advisor Hoang Van Tra inspected construction package XL01 of the Vinh - Thanh Thuy expressway project in Nghe An Province. The visit aimed to assess progress, address outstanding issues and guide construction planning for the next phase.
During the inspection, Mr. Nguyen Duc Phuong, Director of the XL01 Package Management Board, briefed the delegation on progress and preparations for construction. Six work fronts are currently active, covering slope excavation at the western portal of Dai Hue Tunnel, hillside excavation at Km1+800, bored piling for Dai Hue and Nam Giang bridges, soft-ground treatment, and construction of underpasses and large box culverts. Work is focused on items that do not depend on the supply of fill material. Meanwhile, the team is accelerating preparations for the site office, construction power supply, concrete batching plant and girder casting yard, while completing the necessary regulatory procedures so that construction can proceed across all work fronts once the borrow pits covered by special arrangements are handed over.

Around 30 machines and pieces of equipment have been mobilized, with further resources being added as work progresses. At the full-scale construction stage, the project is expected to deploy approximately 400 staff, engineers and workers, along with more than 110 machines and pieces of equipment, across 12 work fronts.
Land clearance is approximately 88% complete. The remaining areas mainly involve resettlement sites, defense land near the eastern portal of Dai Hue Tunnel and several areas of forest land. The management team is coordinating with local authorities, assisting residents and implementing interim measures to secure access for construction, other related activities are also being expedited.
Dr. Tran Chung urged the management team to continue working with the relevant parties to complete outstanding procedures, particularly the relocation of utilities, including high- and medium-voltage power lines. He also called for the early adoption of digital technologies and Building Information Modeling (BIM) to manage construction and monitor schedules, work quantities and quality.
Alongside technical measures, the Advisory Council Vice Chairman proposed developing a skilled tunneling workforce through closer cooperation with training institutions in central Vietnam and the exploration of suitable training models.
“Preparing a team of qualified engineers and skilled workers now will lay the foundation for the Group to secure its workforce for future large-scale projects, particularly the North–South high-speed railway”, Dr. Tran Chung stressed.

“The management team must pay attention to occupational safety, especially in areas near urban centers with heavy pedestrian and vehicle traffic. Coordination with the supervision consultant must be strengthened to closely monitor construction and ensure safety and quality”, Mr. Hoang Van Tra emphasized.

Responding to the Advisory Council’s recommendations, Mr. Pham Van Tai – Deputy General Director of the Group noted that package XL01 covers the beginning of the expressway, making safety and traffic management a consistent priority for the management team. Given the tight 24-month project schedule and major works including Dai Hue Tunnel and Bridge and soft-ground treatment, he stressed that construction must proceed wherever land becomes available to keep the project on track.

Concluding the meeting, Dr. Tran Chung reiterated the need to expand the use of digital technologies in construction management, progressively establish a modern management model, improve operational efficiency and strengthen quality control. He also emphasized the principle of “finalizing documentation as work progresses,” ensuring that construction records are completed alongside the physical works to support disbursement and inspections in accordance with regulations. Given the complexity of structures such as Dai Hue Bridge and Tunnel and their proximity to the city, he required the management team to install project information boards to enable public oversight and maintain a well-organized, professional construction site.
