On June 18, 2026, the advisory delegation of Deo Ca Group led by Assoc. Prof. Dr. Tran Chung - Vice Chairman of the Advisory Council, together with advisors Ngo Van Quy, Do Van Dung and senior expert Assoc. Prof. Dr. Hoang Ha, conducted a site inspection at the Ho Chi Minh City – Trung Luong – My Thuan Expressway expansion project.
The visit aimed to review construction progress, address challenges and provide technical guidance to ensure project quality and schedule.

According to the project management board, construction is progressing simultaneously across multiple work packages. The site currently has 65 construction fronts, supported by 1,000 personnel and 350 pieces of equipment.
After the field inspection, the Advisory Council acknowledged the project team's strong on-site management and effective progress control. Based on current conditions, the Council assessed that the project has the potential to be completed approximately six months ahead of schedule (in June 2028).
However, Assoc. Prof. Dr. Tran Chung stressed that quality must remain the project's highest priority. “Our fundamental principle is sustainable development. Under no circumstances should quality be compromised for the sake of progress”, he said.
To achieve this goal, the Advisory Council recommended that the project management team develop detailed implementation schedules for each work package, clearly identify priority areas for site clearance - particularly publicutility relocation - and evaluate the effectiveness of the CDM construction method to optimize costs and improve its application under different geological conditions.

For bridge works, the Council recommended carefully studying connection solutions between the existing bridges and the widened structures, with a preference for flexible connection systems to minimize structural interaction. Regarding traffic management, the Council proposed installing concrete median barriers at structural connection points and providing appropriately located emergency openings to facilitate rescue operations when necessary.
Besides, the Advisory Council also emphasized strengthening contractor management, particularly documentation control and oversight of subcontractor capabilities. The project management board was advised to conduct regular site inspections, promptly address deficiencies, require contractors to assign dedicated documentation personnel, and accelerate the preparation, review, and approval of construction drawings. Construction activities should proceed only after all design documents have received full approval.

Looking toward sustainable development, Assoc. Prof. Dr. Tran Chung noted that improving productivity should rely not only on increasing labor input but also on optimizing construction processes, adopting scientific project management, and applying advanced technologies. These measures will help standardize quality, reduce dependence on manual labor, and strengthen the Group's long-term competitiveness.
“We should accelerate the adoption of modern technologies to reduce reliance on manual work, minimize errors, and enhance the Group's long-term competitiveness”, he emphasized.
As Deo Ca Group is currently involved in upgrading several phased expressway projects across Vietnam, the Advisory Council welcomed the project's proactive implementation of digital transformation initiatives and the adoption of Building Information Modeling (BIM) in construction management. The application of BIM is expected to improve the management of schedule, quantities and quality while providing a solid foundation for future operation and maintenance.
Responding to the Council's recommendations, Mr. Cao Ngoc Nam, Deputy General Director of Deo Ca Group, said the project management board would review the construction plan and maintain close oversight of critical work packages, particularly those involving site clearance, soft-ground treatment, bridge construction and traffic organization.
“Completing the project ahead of schedule is important, but quality, safety and long-term operational performance must remain the guiding principles behind every construction decision”, Mr. Nam said, adding that the Advisory Council's recommendations would serve as an important basis for further refining construction plans and strengthening quality, schedule, and safety management across the project.
With a proactive, determined, yet prudent approach, the HCMC – Trung Luong – My Thuan Expressway Expansion Project is striving for early completion while ensuring the highest quality standards. Once completed, the project will significantly enhance the capacity of one of southern Vietnam's most important transport corridors and further demonstrate Deo Ca Group's capability in delivering major transport infrastructure projects.
