In the afternoon of February 18th, 2019, the meeting was held at the office of People’s Committee of Tien Giang Province between the provincial leaders and Deo Ca Group Corporation (the unit was invited to enhance the management capacity for Trung Luong – My Thuan Expressway Project).

Attending the meeting, on the side of Tien Giang province, including Provincial Vice Chairmen, leaders of Department of Planning & Investment, Department of Finance, Department of Natural Resources and Environment, Department of Construction, Department of Transportation, etc.
On the side of Deo Ca Group (DCG), including the Chairman of Board of Directors, Mr. Ho Minh Hoang, Senior Advisory Council and the leaders of the Executive Board of the Group.
At the meeting, Mr. Ho Minh Hoang mentioned problems and solutions, and also proposed issues related to the Trung Luong - My Thuan Expressway Project to Tien Giang Province.
Of which, the People’s Committee of Tien Giang Province should report to the Prime Minister for receiving as the competent State agency and as granting a project investment decision from the Ministry of Transport. At the same time, together with the investor to make plans to settle the outstanding problems and transitional work.
The investor in the joint venture strengthens and supplements its capacity through the addition of managerial and executive personnel of Deo Ca Group to promote experiences in saving of similar projects.
DCG leaders proposed the case of failure to use the HCMC - Trung Luong Expressway toll booth and no support of VND 3,900 billion from the State budget, agreement on adjusting of the total investment cost and updating the input parameters of the financial plan (including facility interest in accordance with the Circular 88/2018/TT-BTC).
In addition, DCG proposed to work with the State Audit, Ministry of Public Security, the State Bank, the Financing Bank is requested for supporting the investor to settle problems and shortcomings from the project, specially, relating to the objects of Yen Khanh Company are under criminal prosecution which may affect the project implementation in the near future.
During the process of unclogging obstacles related to the disbursement conditions from the signed Facility Agreements, the banks which signed the Facility Agreements, are requested to issue the payment guarantees so that the contractors may mobilize the short-term capital to continue the construction to ensure the completion schedule.
DCG also said that it is necessary to set up information and communication channels between the province and investor to share information during the project implementation process, creating publicity and transparency to the social community.
Mr. Tran Thanh Duc - Vice Chairman of Tien Giang Provincial People’s Committee shared that: “Trung Luong - My Thuan Expressway Project is considered as a debt to people in the Mekong Delta. With the experience and capability of Deo Ca Group in the clogging difficulties and problems from the previous projects, the Group shall continue to implement and complete this project, meeting the expectations of people in Tien Giang Province in particular and the Mekong Delta region in general. In case the Prime Minister would agree to assign as the competent State agency to implement the Project, Tien Giang Provincial People’s Committee makes commitment to coordinate closely with the investor, central ministries and boards for clogging of problems form the project and it is expected that the expansion of Trung Luong - Ho Chi Minh Expressway to 6 or 8 lanes is possible”.
The Expressway from Ho Chi Minh City - Trung Luong - My Thuan - Can Tho has particular significance for economic development in the Mekong Delta region in particular and the country in general. The early completion of the Expressway not only plays an important role in the development of the region and the whole country but also affirms the interest in investment in development of the Southern key economic zone under the development policy of the Party Central Committee and Government.
