On October 6, 2023, the working delegation of the Advisory Council held discussions with the Management Board of the My Thuan - Can Tho project and the unit responsible for managing and operating the Trung Luong - My Thuan expressway.

The current difficulties include unfavorable weather conditions and challenges in material transportation. Currently, the contractors can only access purchasing from small sources. Additionally, most local transportation imposes weight restrictions, making transportation difficult. The contractors have to overcome this by using smaller trucks and increasing the number of trips to ensure sufficient materials for construction. This is also one of the factors impacting the progress and increasing costs.

The Southwestern region is entering the rainy season, with heavy rainfall and prolonged rainy days causing disruptions in construction work. The management board is also concerned about the flood season in the Mekong Delta, where high water levels could cause flooding at construction sites, affecting the progress and quality of the project.

Activities of construction on the My Thuan - Can Tho site

TThe advisors believe that the remaining workload is not substantial and encourage the management board to strive for excellent completion of the task. The advisory team suggests that the management board list all the remaining work items and calculate factors that could potentially impact the progress, such as personnel, materials, machinery, etc. Based on this assessment, specific solutions should be proposed.

Counselor Tran Chung reminds the management board to pay attention to the drainage capacity of tunnels, box culverts, and learn from the experience of other recently completed expressway projects.

In terms of climate conditions, the most affected components are the road base and pavement. The management board should choose appropriate milestones to ensure progress. It is advisable to expedite the completion of weather-independent tasks such as traffic safety structures, Intelligent Transportation Systems (ITS), and lighting. For circular culverts, it is important to ensure proper support to prevent breakage and erosion during heavy rainfall, avoiding the occurrence of "death traps."

Counselor Tran Chung emphasizes the importance of considering geological factors, actively monitoring settlement, soil consolidation, following the unloading sequence, and reinforcing slope roofs to prevent erosion. "Quality should never be compromised for the sake of progress," emphasizes Counselor Chung.

The advisors also note the need for the management board to evaluate the quality of subcontractors from various aspects and calculate the internal record and costs to ensure project efficiency. The advisors also displayed genuine concern and took the initiative to inquire about the well-being of the personnel and workers involved in the project, specifically regarding their living conditions.

Mr. Nguyen Quang Hung, the CEO of DCC and representative of the management board, thanks the advisors for their concern, sharing, and advice to address the challenges. The management board will regularly share information and consult with the advisors to promptly develop appropriate management solutions.

Trung Luong - My Thuan: 23,000 vehicles per day

Previously, the advisors conducted an inspection of the Trung Luong - My Thuan expressway. The management board provided a preliminary report on the management and operation. Since its opening, the Trung Luong - My Thuan expressway has served an average of 23,000 vehicles per day.

This project boasts a highly sophisticated management system, encompassing automated toll collection, comprehensive surveillance cameras along the entire route, and regular procedures for operation, maintenance, and upkeep to ensure the utmost quality. Notably, the Trung Luong - My Thuan route covers 45 out of 51 kilometers through geologically vulnerable areas, necessitating rigorous and frequent inspections, particularly for monitoring the road surface, bridges, and culverts. This diligent approach allows for timely detection and rectification of any unforeseen issues.

Additionally, the management unit has a dedicated 24/7 rescue and fire brigade team, guaranteeing swift responses to any incidents that may occur on the route. This commitment to safety and efficiency has contributed significantly to the esteemed reputation of the Deo Ca Group.
