Advisors discuss plans to ameliorate operational efficiency

On July 10, 2023, at the Hanoi office, the Advisory Council held a meeting to evaluate the results of the first 6 months of 2023 and set out a work plan for the last 6 months of 2023. The meeting was chaired by Mr. Ho Nghia Dung - Chairman of the Advisory Council, with the participation of all 8 senior advisors.

Overview of the meeting

At the meeting, Mr. Tran Chung - Vice Chairman of the Advisory Council performed the half-year preliminary report on the function of advising the Chairman of the BOD, the BOD, the BOM of the Group on strategic planning, policies, risk management plans, and governance in order to improve the Group's operational efficiency.

Specifically, in the field of investment and governance, the Advisory Council has contributed ideas to completing reports on investment project proposals for the East North-South Expressway phase 2 and other projects; Acting as connectors between Group’s leader and local agencies and authorities, as well as domestic and foreign partners to serve investment cooperation. In addition, advise on the Group's processes, regulations and related issues.

In the field of construction and installation, the Advisory Council examined, assessed the situation, suggested approaches and handled plans in terms of construction site organization, progress and quality management, production and business efficiency, cash flow management, audit, security and legal work, etc. they also motivated workers on construction site. In the management and operation of road tunnels and expressways, the Advisory Council has always paid and consulted the operation and management unit, giving recommendations on the maintenance of the works.

Over the past time, the Advisory Council has also regularly accompanied in the work of communication, security, Party work, training and developing human resources. Regarding diplomatic work, the advisors have actively participated in the development of legal institutions and policies related to the Group's activities, contributing to enhancing the Group's position in the transport infrastructure business community.

Advisor Tran Chung reports preliminary results of activities in the first 6 months of 2023

BBeside the positive results, Advisor Tran Chung believes that it is necessary to actively strengthen the interaction between the Board of Directors, the Board of Management and the advisors to promptly grasp, detect and handle arising problems. “In addition to the assigned field, the advisors need to work closely to promote the collective intellectual strength and improve the internal communication method of the Council to constantly improve operational efficiency”, said Mr. Tran Chung.

Mr. Nguyen Thanh Trang - Permanent member of the Advisory Council said that, in the first 6 months, the Group has performed a large amount of work, making an urgent request that the Advisory Council need to advise the Board of Directors on the model "Manage people – Manage work - Manage profits" and the mechanism of "Assign - Manage". In which, including how to select a capable consortium subcontractor to ensure both the Group's profit and project efficiency, minimize the "administrativeization", clearly define responsibilities at all levels, and periodically evaluate the effectiveness of the project (quarterly, monthly)..

Advisor Ho Quang Loi believes that towards sustainable development, the Group needs to have a strategic vision through human resource development, management of machinery and equipment, regularly evaluating the effectiveness of activities to make timely adjustments. Media contributes to consolidating strength, it is necessary to harmonize with the press and the authorities, and at the same time, strengthen communication aimed at international audiences.

In the last 6 months of 2023, the advisors will continue to carry out work mainly in their assigned fields, closely follow the Group's activities to detect problems, forecast risks and have a plan to support leadership, and solve arising problems in a proactive and timely manner. In order to match the needs and keep up with the Group’s growth rate, the Advisory Council will study and adjust the organization, develop a work plan and quarterly report on results. In addition, based on the specific recommendations of the Group's leadership to implement the work.

Advisor Bui Van Ha said that after each affair, the project executives should summarize experiences in building and maintaining good relationships with local authorities and related agencies. For subcontracts, it is necessary to develop a contract template to agree on the basic content for the terms

According to Advisor Ngo Van Quy, recruitment must have standards, on-site training must be provided, and cost management must be better to increase profits. Moreover, internal audit personnel must be strengthened, and it’s necessary to train mid-level officials and managers at units and projects to improve executive management capacity.

In the coming time, the Advisory Council will continue to focus on legal issues, project security, coordination with localities in site clearance and material sources, finance and internal control, communication and international relations.

Advisor Duong Dang Hue encourages the organization of practical training programs, building common standards for the Group's regulatory system.

Adviser Truong Hong Hai highly appreciated the Party development in the system, especially the vibrant activities of HHV Party Committee, which has positively impacted the working spirit of employees, contributing to improving the efficiency of production and business activities.

Concluding the meeting, Mr. Ho Nghia Dung assessed that the activities of the Advisory Council in the first 6 months of the year had new and positive points. The advisors have made many practical contributions by promoting the coordination between the Advisory Council and the Group’s leadership and the Project Executives Board. The Project Executives Board has actively exchanged and reported work to consult the advisors more often.
